DESCRIPTION
Under direction, to be the principal assistant to a Deputy Director, Public Works, and to be in charge of a major branch of a department of the Public Works Agency; to plan, coordinate, and direct the work of the branch and to coordinate that work with the activities of other branches within the department and with other departments; to give general direction and technical aid to professional and non?professional personnel within the branch and the department; and to do related work as required.

DISTINGUISHING FEATURES

Incumbents in this three?position class act as assistant department heads and also are in charge of a major operating branch of a department. The organization of such a branch includes independent work units or sections, each responsible for a variety of activities and headed by an employee in a supervisory classification. The work of a branch under the charge of an Assistant Deputy Director, Public Works, includes functions that are of major importance to the Road, Flood Control, or Capital Projects Programs.

An Assistant Deputy Director, Public Works may carry independent responsibility for an activity of extremely broad scope that is characterized by highly difficult and sensitive public and legislative problems.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Acts for a Deputy Director, Public Works in his/her absence and normally acts as a second?in?command of a department.

2. Assists a Deputy Director in planning, organizing, directing and coordinating the operations of one of the departments of the Public Works Agency, whose functions may include architecture, contract administration, maintenance, engineering, and/or construction, and is involved in a variety of engineering, surveying, right?of?way, construction, maintenance and operation, contractural and inter?agency coordination activities.

3. Assists a Deputy Director in revising, preparing and recommending long?range policies and plans relating to initiation of new projects, project priorities, budget controls, bond elections, financing of projects, and institution of special projects, assessment districts, and/or new flood control zones

4. Assists a Deputy Director in planning, programming, budgeting and monitoring the execution of one or three major Public Works programs (Roads, Flood Control, or Capital Projects).

5. Assists a Deputy Director in directing budget preparation and administration and budgetary requests for one of three agency departments, as well as budgetary programs and controls for one of the three major agency programs including, where applicable, control of district and zone budget requests; makes budgetary recommendations to the Director of Public Works and the County Administrator.

6. Plans, organizes, coordinates, and directs the work of a branch in a department engaged in a wide variety of activities such as: design and construction of capital structures; contract administration; preparation of hydrological studies and hydraulic plans, preparation of plans, profiles, and specifications involved in the design of flood control structures, road, water conservation facilities, water supply and treatment facilities and related structures, including culverts, pipelines, drainage channels, roads, and bridges; surveying, mapping and collection of a field data; calculation and description of rights?of?way; direction and inspection of construction and/or maintenance work done under contract; interpretation of plans and specifications; testing of materials; maintenance; construction and repair by County forces of roads and flood control structures and preparation of work orders for such tasks; architectural design; and investigation of complaints from the public.

7. Represents the department at public meetings and may be called upon to explain County policies and actions.

8. Maintains cooperation between the department and utility and other companies to prevent conflicts in construction.

9. Supervises the preparation of, or personally prepares written studies or reports on engineering, architectural and technical matters.

10. Prepares annual budget estimate of the branch, compiling necessary data such as labor, material and construction costs per project.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years of experience in the class of Supervising Civil Engineer or Architect (Public Works), or an equivalent or higher level class in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) that included or was supplemented by two years of experience in the supervision of, or participation in, the design, maintenance or construction administration of major roads and appurtenant structures, flood control structures or capital buildings.

Or II
Education:

Possession of a bachelor's degree from an accredited college or university with a major in engineering or architecture, AND

Experience:

The equivalent of three years of professional engineering or architect?engineer experience subsequent to becoming a Registered Civil Engineer or Licensed Architect, at least two years of which were in a supervisory or administrative capacity.

Or III
Experience:

The equivalent of five years of recent, progressively responsible, full?time professional civil engineering or architect?engineer experience, at least two years of which were in a supervisory capacity.

Certificate and License:

Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers and Land Surveyors or Architect's license issued by the California Board of Architectural Examiners.

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
