DESCRIPTION
|
Under general direction, to act as the principal assistant to the Director of Public Works in planning, organizing, and directing the activities of the Public Works Agency; to assist in determining and interpreting agency policies; to program and direct the activities of assigned departments and districts of the Public Works Agency; and to do related work as required.
DISTINGUISHING FEATURES The incumbent of this one-position class is Chief Deputy to the Director of Public Works, and acts for the Director in his absence. This position differs from the next lower levels in the Agency (Deputy Director Public Works-Roads and Engineer-Manager in that its responsibilities are agency-wide as opposed to departmental). |
EXAMPLES OF DUTIES

1. Assists the Director in planning, organizing, directing, and coordinating the activities of the Public Works Agency, which includes a wide variety of administrative, engineering, architectural, transportation, inspection, construction, and maintenance services to government agencies and the general public. 2. Assists the Director in formulating and obtaining adherence to administrative policies, technical standards, and procedures for effective operation of the Public Works Agency. 3. Acts for the Director in his absence or at his direction in Agency matters; represents the Director or the Agency at public meetings, including regular and special meetings of the Alameda County Board of Supervisors. 4. Gives technical assistance and advises staff members on administrative problems and Agency policies and procedures; assists in the evaluation of candidates for hiring or promotion. 5. Directs the preparation and administration of the annual budget for assigned departments and districts of the Public Works Agency and justifies requested expenditures to reflect operational needs and goals. 6. Performs or directs the performance of special studies and investigations on matters pertaining to past, present and future operations of the Public Works Agency and presents the results to interested parties. 7. Appears before and consults with public and private groups to facilitate coordination of agency activities with other agencies, and to stimulate interest in the County public works program. 8. Attends professional conferences and meetings; keeps informed on legal, legislative, technical, personnel, management, and administrative trends in the field of public works. |
MINIMUM QUALIFICATIONS
|
Education:
Possession of a bachelor's degree from an accredited college or university with a major in civil engineering, public administration, business administration, or a related field; AND Experience: The equivalent of five years’ full-time broad and extensive experience in public, personnel or engineering administration or management supervising a major operating branch of a public works/engineering organization; e.g., city/county department, public works department, road, flood control, building inspection, engineering or architectural department. Registration and Licenses: Possession of a valid California Motor Vehicle Operator's license within thirty days of appointment. Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers and Land Surveyors is desirable. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
