Under general direction, to be in charge of a major or several smaller water resources and/or Clean Water Programs or the  Environmental Services Programs, and/or other natural resource management and/or administration of or compliance with environmental and/or natural resources ordinances, laws, or regulations; to supervise the work of professional, paraprofessional, and/or other personnel; to manage, coordinate, and administer the work of consultants and contractors; and to do related work as required.  

DISTINGUISHING FEATURES  

Supervising Environmental Compliance Specialist is in charge of a permanent section or unit.  In contrast to Associate Environmental Compliance Specialists, who generally have lead worker and/or individual project or small program responsibility, Supervising Environmental Compliance Specialists have a continuing responsibility for the quantity and quality of the work of the section or unit.  Supervising Environmental Compliance Specialists are distinguished from other higher-level supervisors by the size and variety of the activities they supervise.  The unit under a Supervising Environmental Compliance Specialist is usually involved in a major program or a variety of relatively small programs and support activities utilizing technical and non-technical expertise.  Higher-level supervisors are responsible for policy, management, and administrative activities.

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

1. Directs a permanent organizational unit engaged in advising and assisting agency staff and management promoting environmental quality and in complying with environmental laws and regulations pertaining to agency activities, including planning, design and construction of capital projects, maintenance and operation of facilities, and the issuance of permits, as well as conducting technical environmental, and other studies in support of such activities.
2. Assigns and reviews the work of assigned staff engaged in analysis of the environmental effects of agency activities; development of mitigation measures and projects; preparation, administration, and review of the work of environmental consultants; preparation and processing of documents for compliance of agency activities with environmental laws and regulations; coordination with staffs of environmental regulatory agencies; and public relations relating to environmental matters.
3. Directs a permanent organizational unit and assigns and reviews the work of assigned staff engaged in conducting water quality compliance and watershed management programs and conducting technical environmental studies in support of such activities, as well as advising and assisting agency staff and management to comply with environmental laws and regulations in agency activities.
4. Manages the Clean Water Programs or the Environmental Services Programs.
5. Establishes standards and procedures for unit activities to ensure unit goals are met.
6. Prepares, recommends, and administers the budget for the unit.
7. Interviews applicants for employment and makes recommendations in hiring personnel, trains and/or oversees training of new unit staff and evaluates performance and promotes development of unit staff.
8. Represents the Agency to other agencies by addressing governing bodies of federal, state, regional, and local regulatory agencies and municipal governments, coordinating with their staffs, and acting as the agency's representative on interagency and other committees.
9. Represents the Agency to the public by conducting and participating in public meetings, addressing and coordinating with professional and citizens groups, and meeting with the public in other forums as appropriate.
10. Assists Agency management in formulating policy relating to environmental, water quality and water resources regulatory compliance, natural resource management, and/or ordinance development and administration.

EITHER I

Experience:  

The equivalent of two (2) years of full-time experience as an Associate Environmental Compliance Specialist in Alameda County classified service.                                                                     

OR II  

The equivalent of two (2) years of full-time experience as an Associate Civil Engineer in the Alameda County classified service. 

AND

The equivalent of two (2) years of full-time experience in an environmental protection, water quality protection, or water resources field.

OR III

Education:  

Graduation from an accredited college or university with a Bachelor's degree in the natural sciences, physical sciences, engineering, geography, an interdisciplinary science program, or related field.

AND

Experience:  

The equivalent of seven (7) years of progressively responsible, full-time professional experience in a public agency or private firm conducting environmental studies and preparing and processing the associated documents for compliance with environmental regulations and laws and/or conducting water resources investigations, at least two (2) years of which were in a supervisory or administrative capacity.  

Certificate:  

Desirable:  Registration by the State of California as a Civil Engineer, Forester, Registered Environmental Manager, Qualified SWPPP Developer (QSD), or Qualified Industrial SWPPP Developer (QISD).  

License:  Possession of a valid California State Motor Vehicle Operator's license is required.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

• College-level physical science and/or engineering (e.g., hydrology, hydraulics, aquatic chemistry geology, hydrogeology, and/or meteorology).
• Local, State, and federal water quality and environmental laws and regulations and their implementation as they pertain to the Agency activities.
