DESCRIPTION
Under general direction; develops and implements programs and activities designed to improve the health and safety of County employees as well as the general public and the environment; supervises the activities of personnel who assist in addressing these issues; and does related work as required.

DISTINGUISHING FEATURES

The Supervising Industrial Hygiene Engineer works closely with other technical personnel to anticipate, recognize, evaluate and control potential hazards to County employees, the general public and to the environment. Such hazards may be chemical, physical, or biological. The Supervising Industrial Hygiene Engineer is responsible for the overall management of a Countywide Industrial Hygiene Program and acts as a resource and liaison to other County agencies such as the General Services Agency and Public Works. The Supervising Industrial Hygiene Engineer is responsible for department-specific health and safety issues and supervising other personnel that address such issues.

The Supervising Industrial Hygiene Engineer has special programmatic responsibilities that require certification, training, and experience over and above that expected of the class of Industrial Hygiene Engineer. This position differs from the Industrial Hygiene Engineer in that the Supervising Industrial Hygiene Engineer has line responsibility over other Industrial Hygiene Engineers, technical and clerical staff as assigned.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, supervises and directs the activities of staff in assigned program areas.

2. Interviews and selects or assists in the selection of employees; assumes the responsibility for the training of employees; assigns and schedules employees; writes performance evaluations; initiates disciplinary action when appropriate.

3. Organizes and manages assigned programs in industrial hygiene, public health and environmental protection and health; administers program budgets.

4. Provides technical and policy consultation to public agencies, community groups, clients and staff.

5. Develops, evaluates and updates grants, memoranda of understanding and inter-agency agreements.

6. Administers the program budget; provides technical and policy consultation to other public agencies, community groups, clients and staff.

MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor’s Degree from an accredited college or university in one of the physical sciences such as Chemistry or Biology, Engineering, Physics or a curriculum recognized by the American Board of Industrial Hygienists (ABIH) as being qualified toward certification of Comprehensive Practice of Industrial Hygiene, AND

Experience:

The equivalent of four years of full-time increasingly responsible professional or technical experience in industrial hygiene including identification, evaluation, and control of health hazards in industry and the community, one year of which must have included supervisory responsibilities. Possession of a Master’s Degree in public health or other physical science may be substituted for one year of non-supervisory work experience, AND

Certificate:

Certification in comprehensive practice as an Industrial Hygienist by the American Board of Industrial Hygienists (ABIH).

• Budgetary and administrative procedures.
• Principles of state and federal laws, rules and regulations pertaining to industrial hygiene, public health, and environmental protection including its technologies, principles, methods, and problems as they relate to environmental health.
• Atmospheric pollution and environmental sanitation in industry and the community.
• Industrial hygiene equipment and test instruments.
• Indoor air quality issues including: mold, pests, and combustion products.
