DESCRIPTION
Under close supervision, to learn to perform transportation planning and analysis; to participate as a team member on projects, with assignments confined to the less complex and carefully defined areas; to learn to perform the routine duties in areas of specialization such as transportation finance, transportation programming, transportation modeling, or transit/highway program evaluation; and to perform other related duties.

DISTINGUISHING FEATURES

The Junior Transportation Planner is the entry-level class in the Transportation Planner series. This class is distinguished from the next higher one of Assistant Transportation Planner in that the latter class is the full journey level participating as a team member on variety of projects and programs or working independently on a segment of a project, whereas the former class does not require the practical professional experience and assignments are confined to less complex and carefully defined areas of work. Incumbents of the class of Junior Transportation Planner are expected to promote to the next higher level class of Assistant Transportation Planner after the appropriate probationary period and demonstrated possession of the necessary knowledge and abilities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Obtain data and prepare statistical summaries on various transportation topics as assigned, to be used in considering the need for future planning/analysis studies, or to be used for purposes of documenting studies in progress.

2. Describe readily observable phenomena, and develop additional sources of information for reference purposes in current or future transportation research.

3. Prepare written reports concerning the data or information, discussing their applicability to projects and programs.

4. Provide assistance to senior staff members on specific aspects of projects relating to a specialization such as transportation planning or analysis, environmental analysis, financial analysis, transportation programming or program evaluation.

MINIMUM QUALIFICATIONS
Either I

Graduation from an accredited college or university with a bachelor's degree in transportation planning, civil engineering, economics, public finance, business or public administration, or a related field.

Or II

The equivalent of two years of full-time experience related to the class that led to the acquisition and use of the required knowledge and abilities below.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Knowledge of:

• Fundamentals of Transportation Planning and Analysis.
• Fundamentals of Transportation research and analytical methodology.
• Fundamentals of statistical and computational methodology.
• Local government organization and operation.

Ability to:

• Collect and summarize data pertaining to assignment.
• Prepare statistics and data for review.
• Learn to perform Transportation analyses.
• Prepare written reports and recommendations.
• Orally communicate transportation data and information.
• Work effectively with others.
