DESCRIPTION
Under general supervision, to perform transportation planning and analysis; to participate as a team member on a variety of projects and programs or to work independently on a structured segment of a project or program; to assist and advise management and other staff in matters relating to the Transportation Planning Section; and to perform other related duties.

DISTINGUISHING FEATURES

The Assistant Transportation Planner is the journey-level class in the Transportation Planner series. Positions allocated to the class of Assistant Transportation Planner are located in the Transportation Planning Section of the Public Works Agency. This class is distinguished from the next higher one of Associate Transportation Planner in that the latter class is assigned lead responsibility for specific projects or programs, while the former class works under closer supervision as a team member on a project or program.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Apply conventional methods to evaluate transit and highway demands, capacities and levels of service. Develop and analyze transportation alternatives; prepare comparative cost estimates. Review technical literature regarding transportation systems and policies to contribute to development of alternatives.

2. Operate and update Countywide transportation model; collect and incorporate data for model operation.

3. Assist in the analysis and review of highway and transit project plans and designs, including cost estimates and engineering feasibility.

4. Prepare written reports on completed analyses, prepare recommendations, and make presentations to interested parties, including the public.

5. Establish data requirements for transportation analyses, such as elements of the Countywide Transportation Plan; obtain data.

6. Provide liaison with transportation agencies such as MTC or Caltrans.

7. Attend meetings relating to assignments, participate on review committees to gather information for recommendations.

MINIMUM QUALIFICATIONS
Education:

Graduation from an accredited college or university with a bachelor's degree in transportation planning, civil engineering, economics, business or public administration, or a related field,

AND
Experience:

The equivalent of one year of-full time experience in transportation planning, transportation engineering, or a related field.

License:

Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

· Transportation planning/analysis principles and techniques.
· Practices and trends in area of assignment such as transportation planning and analysis, transportation finance, transportation programming, transportation modeling or transportation program evaluation.
· Travel projection processes using regional network systems, sketch planning methods and sensitivity analysis.
· Transportation system measures of capacity, congestion, levels of service and traffic engineering techniques.
· Legislative requirements in transportation planning and programming.
· Transportation research and analytical methods.
· Statistical and computational methods.
· Interrelationships between government agencies.

Ability to:

· Develop and evaluate transportation alternatives.
· Analyze and evaluate transportation studies.
· Analyze travel model outputs.
· Evaluate the relative advantages and disadvantages of new techniques and conventional models.
· Prepare detailed analysis, reports and recommendations.
· Orally communicate transportation data and information to other staff members and the general public.
· Work effectively with others.
