DESCRIPTION
Under direction, incumbents act as the lead and are responsible for specific transportation planning projects; perform transportation planning and analysis; assist and advise management, staff and the general public in matters relating to transportation planning; and to perform other related duties.

DISTINGUISHING FEATURES

Positions allocated to the class of Associate Transportation Planner are located in the Transportation Planning Section of the Public Works Agency and the Planning Department of the Community Development Agency.

When working for the Public Works Agency, Associate Transportation Planners receive direction from either the Transportation Planning Manager or a Senior Transportation Planner. The Associate Transportation Planner is distinguished from the next higher class of Senior Transportation Planner in that the latter is a first-line supervisor with responsibility for a number of programs and projects, while the former class acts as the lead for a defined program or specific project. The Associate Transportation Planner is further distinguished from the next lower class of Assistant Transportation Planner in that the latter receives closer supervision as a team member on a project or program.

When working for the Community Development Agency, Associate Transportation Planners receive direction from either a Senior Planner or the Assistant Deputy Director of the Planning Department. The Associate Transportation Planner is distinguished from the next higher class of Senior Planner in that the latter is a first-line supervisor with responsibility for a number of programs and projects, while the former acts as the lead for a defined program or specific project. The Associate Transportation Planner is distinguished from the next lower class of Planner III in that the former requires transportation knowledge to perform the detailed transportation planning.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Organize analytical tasks, determining overall priorities and objectives. Detail the work scope for transportation planning/analysis projects; design and plan the technical approach; define methods of analyses; estimate required resources. Ensure progress and conformance to the schedule.

2. Prepare reports regarding findings and conclusions of transportation studies or programs of the Agency or others; prepare recommendations regarding transportation alternatives and priorities.

3. Advise the senior professional staff members on significant policy developments affecting assigned transportation planning/analysis tasks.

4. Make presentations at meetings, representing the Agency's point of view. Represent the Agency before technical staff and other agencies.

5. May lead staff persons either on project basis or continuously depending upon the requirements of the position.

Predominate duties while working in Public Works Agency:
6. Assist with a major transportation planning program, such as the Countywide Transportation Plan, or act as lead technical staff person in transportation modeling, transportation funding or countywide transportation capital improvement program.
7. Review and analyze highway and transit project plans and designs, including cost estimates and engineering feasibility.

Predominate duties while working in Community Development Agency:
8. Develop, analyze and review land use, zoning, and planning policies as related to transportation.
9. Develop, prepare and/or review specific transportation-related portions of the General Plan.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of one year of experience as an Assistant Transportation Planner or Planner III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Education:

Possession of a bachelor's degree from an accredited college or university with a major in transportation planning, civil or transportation engineering, public finance, business administration or public administration (possession of a master's degree in an appropriate discipline may substitute for one year of the required experience),

AND

Experience:

The equivalent of three years’ full-time experience in transportation planning.

License:
Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Transportation planning/analysis principles and techniques.
• Practices and trends in area of assignment, such as transportation planning and analysis, transportation finance, transportation programming, transportation modeling or transportation program evaluation.
• Travel projection processes using regional network systems, sketch planning methods and sensitivity analysis.
• Transportation system measures of capacity, congestion, levels of service and traffic engineering techniques.
• Legislative developments in transportation planning and programming.
• Transportation research and analytical methods.
• Statistical and computational methods for such areas as transportation modeling.
• Budgeting methods.
• Interrelationships between government agencies.

Ability to:

• Act as lead assigning and reviewing work of project/program team.
• Organize and conduct transportation planning and analysis projects.
• Develop new methodologies when working without established guidelines.
• Develop and evaluate transportation alternatives.
• Analyze and evaluate transportation studies.
• Analyze travel model outputs.
• Evaluate the relative advantages and disadvantages of new techniques and conventional models.
• Prepare detailed analysis, reports and recommendations.
• Orally communicate transportation data and information to other staff members and the general public.
