DESCRIPTION
Under general direction, to supervise the work of a transportation planning unit; to supervise and coordinate professional, paraprofessional, and other staff as may be assigned; and to perform other related duties.

DISTINGUISHING FEATURES

The class of Senior Transportation Planner is the first supervisory level in the Transportation Planning section of the Public Works Agency. The class is distinguished from the next higher one of Transportation Planning Manager in that the latter class has overall administrative responsibility for Transportation Planning activities within the Agency, while the former class is responsible for supervising one or more programs and the assigned staff of the section. The class of Senior Transportation Planner is further distinguished from the lower class of Associate Transportation Planner in that the latter class is assigned lead responsibility on a program, while the former class is considered a first-line supervisor over a number of programs.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assist the Transportation Planning Manager in defining work goals and objectives and evaluating performance of different units of the transportation section.

2. Exercise continuing responsibility for managing several major work program areas, such as the Countywide Transportation Plan, the countywide transportation capital improvement program, transportation funding programs or transportation project analysis.

3. Conduct extensive transportation research and analysis, write comprehensive technical and professional reports, including findings and recommendations. Review or supervise the review of highway and transit project plans and designs, including cost estimates and engineering feasibility.

4. Supervise and develop professional staff, making assignments and establishing priorities. Manage Consultants. Monitor progress and budgets, and staff utilization. Provide direction in evaluating and implementing the transportation planning effort.

5. Represent the Public Works Agency before other agencies, including Caltrans, MTC and the CTC. Develop data, information, explanations, and other expert advice as needed by Agency Management, the Board of Supervisors and its advisory groups. Attend meetings and make presentations.

6. Represent the Public Works Agency as liaison to other organizations, and/or coordinate major transportation planning efforts involving cities and/or transit operators in the County.

MINIMUM QUALIFICATIONS
Experience:

The equivalent of one year of experience in the class of Associate Transportation Planner in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education:

Possession of a bachelor's degree from an accredited college or university with a major in transportation planning, civil or transportation engineering, public finance, business administration or public administration (possession of a master's degree in an appropriate discipline may substitute for one year of the required experience),

AND

Experience:

The equivalent of four years of full-time experience in transportation planning.

License:

Possession of a valid California Motor Operator's License.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
