DESCRIPTION
Under general direction, to plan, implement and monitor a comprehensive Office/Department safety and accident prevention program; and to perform other related duties as required.

DISTINGUISHING FEATURES

This class is located in the Alameda County Sheriff’s Office and the Probation Department.  This classification in the Sheriff’s Office and the Probation Department reports directly to the Chief Departmental Human Resources Administrator or a Division Commander.   Incumbents in this classification are responsible for all aspects of the office's/department’s safety program, including safety policies, procedures, and training.  

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Develops and revises office/department safety policies, procedures, guidelines, promotional materials, and training programs to ensure conformance with County, State, and Federal regulations to prevent injuries, reduce accidents, and overall costs due to safety problems.
  2. Reviews injury reports, accident investigations, and safety grievance reports; develops and reviews statistics providing briefings to advise management about potential and emerging safety, occupational health, and loss control issues; evaluates overall effectiveness of the safety program.
  3. Reviews, evaluates, and recommends safety policies and procedures.
  4. Assesses and evaluates ergonomic needs for the office/department, including ergonomic requests and subsidies.
  5. Develops and implements guidelines for office/department Safety Committee; facilitates safety committee meetings as required. 
  6. Acts as principal liaison with Alameda County Risk Management, Cal/OSHA, Emergency Operation Centers, and other safety/risk management organizations; may coordinate with the designated entity responsible for employee standards, training, or development to integrate safety awareness and training programs with Office's/Department’s overall training program.  May act as a liaison to Detention and Corrections leadership to ensure compliance with Title 15 and Title 24 regulations pertaining to building, staff and client safety, including but not limited to maintaining current evacuation plans.
  7. Coordinates Agency's Hazard Communication and Response Program, including response to chemical spills and hazardous waste disposal; advises office/department personnel on equipment purchases and facility changes necessary to implement safety and security goals.
  8. Compiles information, writes, and submits County/State/Federal mandated reports covering such areas as accident investigations, chemical spills and hazardous waste disposal, and vehicle safety inspections; maintains office/department safety library.

MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university with major coursework in public health, occupational health, industrial hygiene, environmental health, or a closely related field. 

AND
Experience:

The equivalent of four (4) years of full-time experience in a position responsible for a comprehensive safety and accident prevention program in an organization with a large and diverse employee group.  

License:   

Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Occupational health, safety, and accident prevention principles and practices.
  • Applicable features of the California Occupational Safety and Health Act, the California Worker's Compensation Insurance Laws, and County, State, and Federal Hazardous Waste Disposal Regulations.
  • California and local traffic laws.
  • Fire Prevention and suppression techniques and equipment.
  • Methods of investigating accidents and conducting hearings.
  • Red Cross First Aid.
  • Current ergonomic practices.
Ability to:

  • Plan, promote, implement, and evaluate a comprehensive health and safety program.
  • Analyze and identify hazardous operations, conditions, and equipment and develop corrective measures.
