Under general direction, to plan, coordinate and supervise the Traffic Operations section of the Engineering Division, of the Road Department; to direct, perform, organize and evaluate plans, studies and special programs related to the improvement of traffic devices, services and safety regulations; and to do related work as required.
DISTINGUISHING FEATURES The Supervising Traffic Technician reports to a Supervising Civil Engineer who is responsible to Assistant Chief, Road Department. The incumbent of this one position class is responsible for the coordination of a major technical function, and also the direct supervision of a small staff consisting of Engineering Staff Assistants, sub-professional technicians and aides. This position has full program responsibility for traffic operations and serves as the departmental expert in areas affecting traffic regulation, flow, street lighting, and regulatory traffic ordinances. This position also provides technical guidance and assistance to maintenance and construction field personnel and also to other units within the Department, as well as other public agencies. This class is distinguished from the class of Traffic Signal Supervisor, in that the Traffic Signal Supervisor is responsible for the installation, maintenance, repair and testing of traffic signal and lighting systems and other related electrical equipment; and also acts as field inspector on electrical traffic signal installations done by private contractors. |
EXAMPLES OF DUTIES

1. Plans, coordinates and reviews the work of the Traffic Operations Section; and acts as the departmental resident expert on matters affecting traffic services, lighting systems, safety and traffic regulations and ordinance. 2. Directs and evaluates the planning and implementing of major projects such as railroad crossing improvements, street lighting and traffic movement. 3. Performs complex studies and analyzes a variety of data in order to provide justification for support for action or lack of action, related to the improvement of service and safety aspects of traffic engineering activities. 4. Reviews and examines engineering projects and permit applications for adequacy of service and compliance to appropriate safety standards. 5. Reviews, analyzes, and evaluates, on an ongoing basis, studies involving specific traffic conditions and any relevant changes that affect street lighting, parking regulations, speed zoning, school safety, intersection control, warning signs and pavement marking and striping. 6. Coordinates and performs special studies and projects involving traffic engineering work by the County, City, State or private agencies; and coordinates various traffic engineering activities with representatives of State departments and commissions, local park and school districts, public utilities and others. 7. Receives complaints and requests for service from the public and determines the necessary action to resolve related problems; meets with division staff, other departments and the general public to interpret and explain County policies and procedures related to traffic engineering operations. 8. Initiates and monitors orders for street lighting equipment and services for road signs and traffic control devices; examines installations and makes field investigations for operational measurement studies; maintains accident spot maps and subsequent reports and data. 9. Prepares budget requests for the Traffic Operations Section; drafts and prepares additions to the County Ordinance Code; reviews and/or prepares resolutions, contracts, agreements, purchase orders and related correspondence. 10. Interviews and recommends on the hiring of new employees in the division; trains, supervises and evaluates assigned personnel; and provides technical guidance and assistance to other field personnel on matters related to traffic engineering operations. 11. Compiles and/or obtains traffic data for use in responding to interrogatories resulting from legal claims against the County. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of three years’ full-time related experience in the Traffic Engineering field in a position comparable to the County's class of Engineering Staff Assistant III. Or II Graduation from an accredited college or university with specialization in Traffic or Civil Engineering Technology, AND The equivalent of four years’ full-time progressively responsible traffic engineering experience, of which at least one year was spent in a supervisory capacity. License Requirement: Possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
