Under general direction, to plan, coordinate, direct and manage the activities of the Design and Construction Division of the General Services Agency; and performing related work as required.
DISTINGUISHING FEATURES This single position classification is located in the General Services Agency and reports to the Deputy Director, General Services Agency Capital Programs. The position is responsible for managing and directing staff in the Design and Construction Division of Capital Programs; coordinating and directing their work in the programming, planning, design and construction of building projects or modifications of County buildings and facilities. The position is distinguished from the classification of Senior Project Manager, GSA as the former has supervisory responsibility. |
EXAMPLES OF DUTIES

1. Plans and coordinates the work of the Design and Construction Division. Assigns, directs and reviews the work of subordinate staff. Schedules design and/or construction projects. Supervises subordinate staff and advises on the preparation of plans, specifications and cost estimates. Instructs and advises subordinates on architectural and construction management techniques and construction problems. Coordinates the hiring of program personnel. 2. Develops and, in consultation with the Deputy Director, GSA - Capital Programs, sets departmental performance goals and related performance metrics, and reports performance status periodically to the Deputy Director. Prepares periodic employee evaluations based on those goals and objectives. 3. Develops and maintains procedures to ensure that staff’s work complies with applicable codes and ordinances, including County Green Building, energy conservation and hazardous materials measures. Maintains control over enforcement of County contracts and other financial obligations and monitors for compliance with federal, state and local codes, ordinances, and policies. 4. Monitors and manages staff implementation of project design and construction management standards, policies and procedures. Advises other County agencies and departments on issues of architectural, construction management and administrative significance. 5. Provides information for budgets and schedules. Manages preparation of program budgets and schedules. Maintains control over the program budgets and is responsible for keeping projects within budgetary limits. 6. Ensures that Division staff follows County procedures in preparing, reviewing and approving all program financial source documents for submittal to GSA Senior Management for approval. Monitors and manages staff handling of project invoices and financial documents, and assures that financial obligations are satisfied within contractual time limits. 7. Prepares and/or reviews and edits board letters according to established County form, procedures and timelines for submittal to the Deputy Director, GSA - Capital Programs for approval. Maintains appropriate program records. Prepares required reports on program activities and projects. 8. Represents the General Services Agency at a variety of meetings. 9. Enforces safety rules and regulations. 10. Participates in strategic planning efforts for Capital Programs under the direction of the Deputy Director, GSA – Capital Programs. |
MINIMUM QUALIFICATIONS

EITHER I Education: AND Experience: OR II Education: AND Experience: Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.
