DISTINGUISHING FEATURES

This single-position classification is located in the General Services Agency.  The position reports to the Deputy Director, GSA-Capital Programs, and is the primary manager responsible for the development of Capital construction and improvement to the County detention facilities. The incumbent is responsible for managing and controlling the planning, design, construction, and cost of these facilities using County engineering and architectural personnel and other consultants and contractors. This Program Manager, Detention Facilities is distinguished from the next lower classification of Senior Project Manager in that the former has supervisory responsibility.

1. Oversees the development of capital construction related activities in the detention facilities, including the County detention facilities (e.g., Santa Rita Jail and Juvenile Justice Center) and related health care clinics in the County to assure compliance with statutory mandates. Creates, with assistance as needed from consultants and staff, a plan for the projects needed to bring the County into compliance.
2. Develops the scope of individual and /or subsidiary projects as needed to support the execution of capital construction projects.
3. Oversees and directs staff to manage and control the overall Capital construction of detention facilities projects. Processes and manages contracts for professional engineering and architectural consulting services, construction, equipment, and supplies.
4. Coordinates and develops detention facility construction projects, procedures, and guidelines with other County departments and with outside agencies.
5. Ensures that energy conservation measures and the County Green Building Ordinance are included in the design of projects; estimates project costs and payback periods and return on investment.
6. Develops, monitors, and reviews budgets and reports workload summaries.
7. Develops, revises, and implements guidelines and work standards in conjunction with other managers and lead staff, and in alignment with relevant policies, procedures, and regulations.
8. Monitors, reviews, and reports the status of applicable statutes, legislation, and codes and their impact on the projects.
9. Coordinates the efforts of staff and consultants and acts to resolve problems that may arise in handling complex projects.
10. Prepares and delivers presentations before the Board of Supervisors; meets and confers with Agency heads and County staff regarding the projects; represents the Agency on project matters in discussions/meetings with Federal, State, regional, local entities, and the public; reports regularly to the Deputy Director, Capital Programs on the status of projects.
11. Conducts hiring interviews; oversees training of new staff; evaluates performance and actively promotes staff development.

• Principles and practices of project development, cost estimating, and scheduling.

• Building, electrical, and mechanical laws, codes, and standards.

• Construction project management and contract administration principles, methods, tools, and techniques. 
• Alternate project delivery methods, including Design/Build.
• Green building concepts.

• Plan, organize, supervise, and evaluate the work of professional and para-professional staff.

• Analyze, interpret, and apply laws, rules, codes, and regulations related to building construction projects.
• Research various proposals, evaluate alternatives, and make recommendations within agreed upon guidelines.
• Prepare, negotiate, and implement Architectural and Engineering services and construction contracts.
• Communicate orally and in writing.
• Coordinate with personnel at all organizational levels and make public presentations.
• Prepare clear and effective correspondence, reports, and informational materials.
