DESCRIPTION

Under general direction, plans, organizes, and administers the Strategic Facilities Capital Planning Unit in the Alameda County General Services Agency (GSA); conducts facility data research to analyze the effect of investing in facility improvements and capital investments; makes recommendations on facilities and capital projects; develops and monitors the implementation of the Agency’s strategic facilities capital plan; and performs other related duties as required.

 

DISTINGUISHING FEATURES

This single position classification is located in GSA and reports to the Chief Deputy of Administration. The Strategic Facilities Capital Planning Manager is responsible for strategic capital facilities planning and space management of Alameda County's administrative, operations and program facilities, encompassing over 150 owned and leased facilities of over 6.3 million sq. ft. This position conducts a comprehensive and holistic review of facilities, spacing, and capital improvements and investments to ensure projects are feasible and support the County’s mission. The Strategic Facilities Capital Planning Manager is responsible for long-term facility planning and timing issues.

The Strategic Facilities Capital Planning Manager differs from the next higher class of Chief Deputy of Administration in that the latter has overall responsibility for planning, organizing, coordinating and directing the administrative services of the General Services Agency (GSA). This position is further distinguished from the Chief Deputy of Operations in that the latter has overall responsibility for planning and directing the various operating divisions and units of GSA.


EXAMPLES OF DUTIES

1. Collaborates with County agencies/departments and other stakeholders in planning and managing facilities strategically to reduce risk and costs, meet regulatory requirements, and improve customer satisfaction.

2. Conducts comprehensive assessments to understand and align business and facility goals.

3. Implements processes and systems to facilitate client engagement and collaboration in planning for renewal/replacement of aged facilities and for the advance planning and development of new facilities for improved services and efficiencies.

4. Assists in providing specialized consultation and policy recommendations, and acts as the primary resource for County agencies and departments related to the use of space or capital improvement needs.

5. Collaborating with client County agencies/departments and GSA Operations, prepares site studies, site and cost scenarios and assessments, coordinate California Environmental Quality Act (CEQA) analysis and entitlement schedule for Aged Facility sites and new projects.

6. Gathers accurate facilities data, which provides a metric/benchmark to analyze the effect of investing in facility improvements (e.g., Facility Condition Index).

7. Analyzes project, budget and risk data, prioritizes projects, and makes recommendations to executive and senior management staff (e.g., Deputy Director, Building Maintenance Department (BMD) and Deputy Director, Capital Programs).

8. Facilitates and manages working groups and/or subcommittees of the Facilities Capital Planning Committee toward the completion of specific deliverables and actions.

9. Performs long-term financial planning in facilities improvement, capital investments, and space by looking at the capital and space needs of the County and projecting it out for a 10-year plan.

10. Assists in the development of the 5-year Capital Improvements Needs Assessment (CINA).

11. Assists in the development of the 2-year Major Maintenance Implementation Plan (MMIP), as well as the Strategic Initiative for Operational Effectiveness plan for renovation or replacement of structures.

12. Assists in the implementation of new tools and processes to enhance Major Maintenance planning and collaboration, including review and scoping of Major Maintenance proposals onsite.

13. Analyzes legislative proposals that impact the County’s ability to fund or deliver capital improvements.

14. Supervises and directs the day-to-day activities of the Strategic Facilities Capital Planning Division.

MINIMUM QUALIFICATIONS
Education

The equivalent of a four-year bachelor’s degree from an accredited college or university in engineering, architecture, construction management, business or public administration, or in a closely related field.

AND

Experience

The equivalent of five years full-time experience in strategic capital facilities planning and space management of buildings including program and financial analysis, policy and process development, and management of strategic plans. The above required experience must include 2 years of supervisory experience.

License

Possession of a valid California State Motor Vehicle Operator's license.

Current certification as a Registered Architect in the State of California is desirable.
