DESCRIPTION
Under general direction, plans, organizes, and manages the operations and functions of the Mapping Unit of the Assessor’s Office; supervises and oversees the work of Mapping Technicians performing routine to complex computerized and manually drafted line mapping functions; and performs related work as required.

DISTINGUISHING FEATURES

This position reports to the Assessor’s Information Systems Manager. The position is distinguished from the lower class of Mapping Technician III by the former having responsibility for the overall supervision of all Mapping Technicians. The Mapping Technician III performs complex mapping functions and acts in a lead capacity.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Directs, plans, organizes, and reviews the work of the Mapping Unit staff engaged in the preparation and maintenance of assessment maps, the County’s geographic information system (GIS) parcel layer, and property description records and ownership records; applies current assessment law to the preparation of assessment maps and property description records; confers with section supervisors and coordinates the work of the unit with the department and others concerned.

2. Orients new employees to procedures and policies of the office; keeps personnel records, schedules vacations, and approves sick leave; interviews applicants for employment in the division and participates in their selection.

3. Trains new employees on department’s geographic information system (GIS) and instructs employees in the correct techniques of Assessor’s map creation and revision.

4. Develops and implements methods and practices to improve and facilitate the drafting services provided to the office.

5. Establishes performance standards for quality and quantity of production.

6. Directs property ownership studies and legal description analysis relevant to the Assessor’s certification for creation of or annexation to special tax districts.

7. Serves as the Assessor’s liaison with the state Board of Equalization in the coordination and assignment of tax area codes to County tax rate areas and assessment map standards.

8. Directs staff in the processing of Local Agency Formation Commission request for property ownerships and valuations for proposed annexations; directs the preparation of reports and correspondence.

9. Makes the most difficult interpretations regarding property lines from legal descriptions.

10. May perform the most complex mapping functions.

11. Directs software development and administers all aspects of the computerized Assessor’s Mapping System (AMS) and the County’s geographic information system (GIS) parcel layer.


MINIMUM QUALIFICATIONS

Either I

The equivalent of two years as a Mapping Technician III or the equivalent of three years as a Mapping Technician II in the Alameda County Assessor’s Office.

Or II

Completion of four years of cadastral mapping, drafting, or engineering experience, which must have included one year in a supervisory capacity in a cadastral mapping, drafting, or engineering function. The equivalent of 18 semester or 24 quarter units in mapping, drafting or engineering may be substituted for one year of experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles of personnel supervision and training.
• Systems and controls required in mapping for an Assessor’s Office of a large county.
• Complex mapping and property identification functions.
• Property descriptions pertaining to the preparation and maintenance of assessment maps.
• Laws and regulation governing the preparation of assessment maps.
• Principles, terminology, and techniques used in all levels of map creation and revision.
• Basic Computer use.

Ability to:

• Supervise and train Mapping Unit staff.
• Utilize computer-assisted drafting (CAD) and geographic information systems (GIS).
• Coordinate and communicate the mapping needs and services with the other units and functions of the Assessor’s Office.
• Perform the most complex mapping functions.
• Maintain mapping control.
• Establish and maintain effective and cooperative relationships with others.
• Communicate effectively, both orally and in writing.
