Assessor Technicians, under varying levels of supervision in the Office of the Assessor, review and examine a variety of recorded documents regarding changes of ownership and transfer of properties, examine a variety of source documents for correctness and conformance with Assessor’s standards; and perform related duties as required.
DISTINGUISHING FEATURES SENIOR ASSESSOR’S TECHNICIAN – This class is the advanced journey level clerical classification in the series. Incumbents, under general supervision, perform the most complex duties involving changes of ownership of real property, applications and documents relating to real property Assessment Appeals, a variety of complicated exemptions claims, reassessment exclusion claims, and the most difficult to interpret documents relating to valuation or sale of property and assessment. Incumbents may deal directly with the public, in person or on the telephone, and duties are characterized by the high complexity of work, which requires independent decision making and judgment and a thorough knowledge of the most intricate procedures, rules, codes, policies and computer applications of the Office of the Assessor. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. 2. Assists Appraisal staff by performing duties involved in the appraisal of real and unsecured property. These duties include: input of valuation data for the purposes of creating, correcting or canceling assessment values for supplemental assessment and regular roll surrender values; scanning documents to imaged files; and collecting and inputting economic data used in an appraisal. 3. Reviews and/or processes a variety of complex documents to determine intended action, correctness of the document, completeness of information in the document and conformance with procedures in the Office of the Assessor. 4. Reviews and examines a variety of complex recorded documents regarding changes of ownership and transfer of properties; and determines action occurring and ascertains reappraisal status. 5. May have frequent contact with the public, either in person or on the telephone, and answers questions pertaining to assessment and property issues including questions pertaining to appraisal documents (comparable worksheets, building records) and other related Agency (Auditor, Tax Collector, Clerk of the Board) processes. 6. May handle a variety of tasks as defined in the Assessor’s Technician class when needed to assist. 7. May review the accuracy of the routine and moderately difficult work completed by the Assessor’s Technicians staff. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of full-time experience in the class of Assessor’s Technician or in an equivalent of higher level clerical class in the Alameda County service, which must have included duties similar to those of Assessor’s Technician. Or II The equivalent of three years of full-time experience in a Title company or in a related field performing complex and technical duties related to real property transactions. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Modern office practices and procedures including the use of computer hardware and software and related equipment specific to the Office of the Assessor. • Laws, regulations and codes governing the transfer and/or appraisal of real property, Assessment Appeals, and Exemptions claims; and related legal terminology. • Business correspondence, filing and standard office equipment operations. • Techniques and practices for dealing with individuals from various socioeconomic and ethnic groups both in person and on the telephone. Ability to: • Use software applications specific to the Office of the Assessor. • Apply laws, regulations and codes governing the transfer and/or appraisal of real property, Assessment Appeals, and Exemptions claims. • Apply legal terminology related to the transfer of real property, Assessment Appeals, and Exemptions claims. • Establish and maintain effective working relationships with staff, peers, other agencies and the public (sometimes in stressful situations). • Analyze situations evaluate different courses of action and draw logical conclusions. • Organize and maintain accurate files and records. • Perform detailed office support work. • Prioritize work and coordinate several activities to meet critical deadlines. • Communicate effectively orally • Communicate effectively in writing. • Understand and follow complex oral and written instructions. • Work independently to carry out assignments with minimal supervision. • Review the work of others for accuracy and conformance with accepted standards. |
