DESCRIPTION
Under direct supervision and guidance, perform entry-level tasks involving the appraisal and acquisition of real property and property rights for public purposes, and property management of publicly owned properties. In addition, perform related duties as needed within the scope of the role.

DISTINGUISHING FEATURES

The classification of Assistant Right of Way Agent is located in the Public Works Agency’s Right of Way section and reports to the Chief Right of Way Agent. This is the entry-level classification in the right of way series. The employees receive training in specialized appraisal and negotiation work for the acquisition of real property for County use and do other work connected with the licensing, sale, vacation, and disposal of real property and property rights.  The Assistant Right of Way Agent receives training from the Associate Right of Way Agent and/or Chief Right of Way Agent and will assume increased duties and responsibilities as they are trained. Assistant Right of Way Agent is distinguished from the next higher-level classification of Associate Right of Way Agent in that the latter has a full range of complex, responsible duties and works with a greater degree of independence, with lead responsibilities, providing technical assistance and guidance to the Assistant Right of Way Agents.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Performs the more routine office and filing duties involved in making appraisals and negotiations for the donation, purchase, license, or sale of various types of real properties or improvements.
  2. Gathers information from the Assessor's Office and County Recorder's records, California Secretary of State, and Title Companies in the performance of title searches.
  3. Obtains assessed values of properties from local assessors and prepares appraisal forms and other materials for field appraisal work.
  4. Assists in the preparation of field reports, estimates, and appraisals and secures data for condemnation proceedings.
  5. Assists in collecting and tabulating sales, rental, and cost data.
  6. Assists in collecting and tabulating information for legal descriptions of land, maps, records of transactions, schedules, and bills for the purchase of property.
  7. Assists in the preparation of documents for the completion of various types of less complex property acquisition projects.
  8. Maintains hard copy and digital files in a very organized manner and compiles varied data.


MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university with major work in economics, business administration, engineering, or a related field.

Special Requirement:

Possession of a valid California Motor Vehicle Operator's license.

  • Engage in effective verbal and written communication by succinctly, clearly, and efficiently articulating ideas.
