DESCRIPTION

Under direction, to supervise, train and review the work of appraisers engaged in the appraisal of residential and rural properties and the gathering of data for commercial and industrial property appraisals; appraise commercial, industrial, residential, and rural properties as needed; present appraisals to the Assessment Appeals Board; develop appraisal procedures and forms; recommend appropriate personnel actions and perform related duties as required.  

DISTINGUISHING FEATURES  

This class differs from that of Supervising Appraiser II which supervises the work of those who conduct appraisal of commercial and industrial properties.  Supervising Appraiser I’s supervise and evaluate the work of the Appraiser I’s and Appraiser II’s and provide back-up for the Supervising Appraiser II’s in their absence.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Trains, supervises, and reviews the work of Appraiser I’s and Appraiser II’s in the appraisal units.
  2. Maintains records, including progress reports, mileage reports, work assignment reports, and attendance and sick leave records related to an appraisal unit; distributes materials and paychecks to an appraisal unit; prepares employee evaluation reports.
  3. Gathers data, and using various approaches, estimates market value for specially assigned properties; such as complex residential, rural, commercial and industrial properties.
  4. Represents the Assessor at the Assessment Appeals Board.
  5. Gathers, investigates, analyzes and develops procedures, forms, cost data, and sales ratio studies; prepares reports and makes recommendations on findings relating to the various functions of an Assessor's Office.

MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of one (1) year of full-time experience in the class of Appraiser III in the Alameda County classified service.    

OR II  

Experience:  

The equivalent of two (2) years’ full-time experience in the class of Appraiser II in the Alameda County classified service.    

OR III  

Education:  

Possession of a Bachelor's degree awarded by an accredited college or university,  

AND  

Experience:  

The equivalent of four (4) years of increasingly responsible, full-time paid experience in real property appraisal work, and one (1) year of which involved supervision of real estate appraisers for ad valorem tax assessment purposes.  

License:  

Possession of a valid California Motor Vehicle Operator's license is required for all positions in this class.  

Certificate:  

Appraiser's certificate issued by the State of California Board of Equalization.    

NOTE:    The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE:    The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Appraisal principles, methods, procedures and terminology.
  • Techniques of estimating replacement or reproduction costs for residential, commercial, industrial and special purpose improvements.
  • Provisions of real estate law, the State Constitution, the Revenue and Taxation Code, Administrative Rules, and the Assessor's Handbooks, pertaining to the assessment of real property for tax purposes.
  • Property values and the effect of economic trends on value and on the cost of new construction.
  • Basic computer use in accessing data.
  • Principles of personnel supervision and training.  

Ability to:

  • Assemble and analyze appraisal data and analyzing the factors influencing the value of real property.
  • Communicate verbally and in writing.
  • Make mathematical calculations, charts and sketches in connection with appraisal work.
  • Read and interpret assessor's maps and architectural plans.
  • Establish and maintain effective and cooperative relationships with persons contacted.
  • Interview by way of telephone or in person. 
  • Analyze data correctly, drawing logical conclusions and adopt an effective course of action.
  • Prioritize multiple assignments to meet deadlines.
