DESCRIPTION
|
Under general direction, to plan, organize and direct the technical and administrative work of all appraisal support services, including the Assessee Services Unit of the Assessor's Office; to act for the Assessor in his absence in all technical support matters; and to do related work as required.
DISTINGUISHING FEATURES Along with the Chief, Appraisal Division, this is the highest classified position in the Assessor's Department; its incumbent is responsible for administering, planning, directing, coordinating and integrating all internal support services, as well as public services. The scope and responsibility and discretion allowed the Chief, Assessment Services Division, is great and the decisions made, or actions taken, are normally subject to review only by the Assessor. This class differs from the next lower classes of Principal Appraiser and Principal Auditor-Appraiser by the latter classes having responsibility for the day-to-day operation of major segments of real property appraisals or business personal property appraisal. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, organizes, and directs the work of the Appraisal Services Division, which consists of sections engaged in assessment mapping, property exemptions, ownership changes, construction permits; computer programming and support services and equipment, data input, roll corrections, Assessment Appeals, public information; reviews and coordinates the work of the Division; helps establish departmental policy, and acts for the Assessor in his absence on all technical support matters. 2. Assigns and reassigns personnel among the sections according to needs; evaluates progress of personnel with subordinate supervisors. 3. Reviews and develops the procedures, practices, and standards followed by the Appraisal Services Division and/or Appraisal Division and conducts or participates in staff meetings; explains and interprets rules, policies and procedures to the staff. 4. Works with the Chief, Appraisal Division to develop methods of appraisal and assessment data processing as required by Appraisal Division; explains and interprets appraisal and assessment policies and data to the public. 5. Attends local/State meetings and conferences to represent the department; meets with Data Processing Department and representatives of other departments and agencies to discuss, develop and coordinate the County property tax systems. 6. Attends State Board of Equalization meetings as representative of the Assessor. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of three years of experience in the class of Principal Appraiser or Principal Auditor-Appraiser. Or II The equivalent of four years’ experience in the class of Supervising Appraiser II or Supervising Auditor-Appraiser II or an equivalent or higher level class in the Alameda County Assessor's Office. Or III Education: Possession of a Bachelor's degree from an accredited college or university, And Experience: The equivalent of five years’ experience in the appraisal of major complex real properties for tax assessment purposes or the equivalent of five years’ experience working with assessor's property systems doing program development that included three years of appraisal-administrative experience at a level comparable to that of Principal Appraiser or Principal Auditor-Appraiser in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) (Experience in real estate sales or transfers will not be considered as qualifying under this requirement.) License: Possession of a valid California Motor Vehicle Operator's license. Special Requirement: Must qualify for a temporary appraiser's certificate issued by the State of California Board of Equalization; and within one year of appointment, incumbent must pass a certification examination administered by the California State Board of Equalization. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Principles of organization, administration, and management. • Duties and responsibilities of the County Assessor's Office. • Provisions of relevant State laws and local ordinances and regulations. • The methods and practices of property appraisal for tax assessment purposes. • Modern property record-keeping systems and practices particularly as related to computer data systems. Ability to: • Assist in planning, organizing and directing a comprehensive property appraisal program, particularly as related to computer data systems. • Interpret and explain property appraisal and assessment techniques, and evaluate assessment practices to ensure proper application and organization of work standards. • Evaluate and recommend long-term program needs. • Speak and write effectively. • Establish and maintain effective relationships with employees, agencies and departments and the general public. |
