DESCRIPTION

Under general direction, to supervise and assist in the processing of all claims for property tax exemptions; to identify and determine the value of property that is not entitled to tax exemption; to supervise a staff of clerical employees engaged in the processing of exemption claims; and to do related work as required.
DISTINGUISHING FEATURES The Exemption Supervisor is in charge of the Exemption Section of the Assessor’s Office. Although policy on exemption matters is determined by the Assessor or his Chief Deputy, the Exemption Supervisor makes the decision on the exemption eligibility of any given claim. Although the complexity and variety of the field appraisal work assigned to this class is similar to the work performed by Appraiser I’s and II’s, the supervision of the Exemption Section involves administrative duties that are not characteristic of Appraiser I’s and II’s. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, organizes, and supervises the clerical procedures for processing exemption claims of veterans, homeowners, and organizations; reviews samples of veterans’ claims and all claims filed by organizations. 2. Determines eligibility for exemption of organizations; applies applicable provisions of government codes to individual cases; when necessary, examines property to determine which portions of such property are taxable and which are tax exempt. 3. Appraises those portions of properties not exempt; appraises land values of such properties by comparing them with surrounding similar land and with land appraisal previously set on the total parcel; appraises improvements on such property by comparing with structural cost estimate and actual or potential rents of incomes forthcoming from such improvements; appraises total property value of these portions by analyzing and applying the above values to the entire property. 4. Communicates with claimants to resolve questions of exemption cases and prepares data relating to property on the exempt tax roll; assigns the more routine reports to members of the clerical staff. 5. Conducts classes for seasonal clerical help; gives initial orientation to new full-time clerks in the Section; keeps personnel records and submits quarterly performance reports on employees in the Section. 6. As assigned, conducts special studies of tax exempt organizations. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years of experience in the class of Appraiser II or in an equivalent or higher class in the Alameda County Assessor’s Department. Or II Education: Possession of a bachelor’s degree awarded by an accredited college or university, And Experience: The equivalent of four years of responsible clerical or office management experience that included or was supplemented by the equivalent of two years of experience related to the assessment of real property. Or III Some acceptable combination of education and appropriate experience. Licenses: Possession of a valid California Motor Vehicle Operator’s license. Appraiser’s certificate issued by the State Board of Equalization. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Methods and practices used in the appraisal of real property. • Modern office methods and practices. • Sections of the State Revenue and Taxation Code pertaining to the assessment of property for ad valorem tax assessment purposes, particularly as they apply to property tax exemptions. • Principles of personnel supervision. Ability to: • Plan, organize and supervise the work of a clerical staff. • Analyze data and draw logical conclusions. • Establish and maintain cooperative relationships. • Prepare correspondence and write reports. • Keep accurate and detailed records. • Read and interpret legal descriptions of property. |
