DESCRIPTION
Under general direction, the Waste Program Manager, Community Development Agency (CDA), is responsible for supervision of the day-to-day operations of the Waste Program division within the Planning Department of the Community Development Agency; administrative and evaluative functions for the division; personal performance of duties related to more complex projects; and related work as required.

DISTINGUISHING FEATURES

The Waste Program Manager classification is located in the Community Development Agency’s Planning Department and reports to an Assistant Deputy Director, CDA.  The Waste Program Manager position is responsible for the administration, supervision, training, and quality of work of subordinate personnel in the Waste Program.  This position is distinguished from the position of Senior Planner in that the Waste Program Manager is responsible for the management and oversight of the Waste Program whereas the Senior Planner is responsible for the same functions for Policy Planning or Development Planning division in the Planning Department.  This position also is distinguished from the position of Senior Code Enforcement Investigator whereas the latter is responsible for the Code Enforcement division in the Planning Department.


EXAMPLES OF DUTIES
NOTE: The following are the duties that may be performed by employees in this classification.  Employees may perform other related duties specific to his/her assigned department at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed and some duties are department specific.

  1. Organizes, directs, assigns, and reviews the work of assigned personnel, consultants, and interns.
  2. Works directly on projects of a difficult, complex nature, serving as the technical expert and staff consultant for all solid waste and recycling-related issues.
  3. Attends meetings of the Board of Supervisors, Planning Commission, or other bodies to present reports, recommendations, or provide other information on solid waste and recycling.
  4. Interviews prospective employees and makes recommendations for hiring; trains and supervises professional staff; assigns and reviews employees’ work; evaluates employees’ performance and makes recommendations for disciplinary action/termination, if necessary.
  5. Assists in department administration, including development of the Waste Program budget requests and justifications, record keeping and annual reports, strategic planning, internal policy development and implementation, personnel matters, etc.
  6. Acts as lead County contact for compliance with SB1383, and any future legislation related to waste, organics, etc., directly managing collection-related compliance, developing and maintaining required legislation Implementation Records, and reporting in the County’s Waste Program jurisdiction and coordinating with other County agencies for compliance with the other requirements of the law.
  7. Develops and manages recycling, waste reduction, and organics programs serving residential and commercial Waste Generators in the County’s Waste Program Jurisdiction, including monitoring waste hauler agreements, monitoring landfill disposal tonnage data, and coordinating contamination monitoring activities.
  8. Identifies grant opportunities to support the County’s Waste Program, prepare grant applications, secure grant funding, and administer grants and grant-funded programs.
  9. Represents the Division, Department, Agency, and County in meetings of public and private interest groups, County and affiliate agencies, professional associations and organizations and makes presentations.  Represent the County as a member of StopWaste’s Technical Advisory Committee. 
  10. Maintains relationships with unincorporated area Sanitary Districts, the Alameda County Waste Management Authority (StopWaste), California Department of Resources Recycling and Recovery (CalRecycle), and other relevant groups.


MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of one (1) year of full-time experience in the classification of Planner III in the Alameda County classified service.  

OR II
Education:

Possession of a bachelor’s degree from an accredited college or university. 

AND
Experience:

The equivalent of four (4) years of full-time increasingly responsible professional-level experience in solid waste management, recycling, or a related field that included at least two (2) years of experience supervising the work of others.

Substitution:

Possession of a master's degree from an accredited college or university may be substituted for the equivalent of two (2) years of the non-supervisory experience.  License: Must possess a valid California Motor Vehicle Operator’s license.

Special Requirement:

Must be willing to participate in evening meetings and weekends.

KNOWLEDGE AND SKILLS

  • Principles and practices of current technical, environmental, and regulatory issues in the field of solid waste management.
  • Solid waste collection, disposal, resource recovery and recycling, and composting methods and systems.
  • Environmental issues and concerns related to solid, hazardous, and recoverable waste collection and disposal.
  • Local, state, and federal legislation, regulations, and judicial decisions concerning waste management.
  • Marketing and public education and outreach practices related to environmental programs.

Ability to:

  • Prepare clear and concise reports, correspondence, presentations, and data to a wide variety of audiences.
  • Effectively work with community groups, agencies, and other jurisdictions to resolve issues related to solid waste management.
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend policies and procedures related to assigned operations.
