DESCRIPTION
Under general direction, to plan, organize and administer the operations and activities of the Bonds and Finance Department of the Community Development Agency; to assist and advise the Director, Community Development Agency, and other managers in matters related to mortgage revenue bonds, public improvement special assessment districts, loan portfolio, program regulations, budgets and cost allocations, internal controls, program audits, general accounting, and to perform related work as required.

DISTINGUISHING FEATURES

This position is located in the Bonds and Finance Department of the Community Development Agency. It reports directly to the Director, Community Development Agency. This class is distinguished from the Deputy Director, Community Development Agency, in that the former is responsible for agency-wide financial support activities and the latter is responsible for a functional department of the Agency.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes, coordinates and supervises the work of the Bonds and Finance Department of the Community Development Agency.

2. Establishes goals, determines work priorities, coordinates assignments of staff and directs staff meetings.

3. Evaluates and recommends changes to policies, practices and procedures related to internal controls and fiscal operations of the departments.

4. Consults with the Director, Community Development Agency, and acts as chief technical advisor for the Agency on matters related to budget, bonds, finance, audits and accounting.

5. Confers with each Deputy Director of Community Development regarding department expenditures, budget projections and variances, financial transactions, program audits and documentation, required reports and data, establishment of internal controls.

6. Assesses training needs and provides supervision and training for the staff; recommends hiring and disciplinary actions; assigns, reviews and evaluates the work of the staff assigned to the Bonds and Finance Department.

7. Assists in the development and serves as the administrator for public improvement special assessment districts, including refinancing and or restructuring of an existing district; approves and/or recommends bond calls, stripping of delinquent assessments, foreclosures, trustee invoices, payment plans, legal documents, service agreements, and matters related to the administration of the district in conformance with the policies, procedures and legal documents; serves as liaison to resolve issues.

8. Assists in the development and serves as the administrator for single family mortgage revenue bonds, including refinancing and/or restructuring of an existing program; approves and/or recommends trustee invoices, investments, service or custodian agreements, and lender reports as needed; prepares request for proposal for bond program audits and oversees audit process; monitors annual lender certifications, insurances, program arbitrage calculations and other program requirements; serves as liaison with trustees, lenders, bond counsel and auditors.

9. Develops and prepares budgets for each department; develops projections with variances monitoring; develops cost allocation plans and calculates indirect cost rate proposal; prepares various reports and performs fund transfers to maximize revenues; performs development application accounting; oversees collections, deposits and petty cash.

10. Manages and administers a loan portfolio, including database, various reports and accounting; approves loan payoff quotes, subordinations, reconveyances, conversions and assumptions; drafts new loan documents on assumptions and/or conversions as appropriate.

11. Plans and coordinates installation of various computerized fund accounting and program databases.

12. Acts for the Director, Community Development Agency, as required, and makes technical presentations before the Board of Supervisors, commissions, authorities, committees and the public.

MINIMUM QUALIFICATIONS
Either I

Education:

Possession of a bachelor's degree in Business Administration with a major emphasis in finance, accounting, economics or closely related field,

And

Experience:

The equivalent of five years of full-time increasingly responsible professional experience in bonds administration, finance, accounting and budget that includes three years of responsible supervisory and administrative experience in a community development agency.

NOTE:

A master's degree in Business Administration, with an emphasis in finance, accounting, economics or a closely-related field, from an accredited college of university may be substituted toward one year of the non-supervisory experience.

Special Requirement:

Must be willing to participate in evening meetings.

KNOWLEDGE AND SKILLS

• Review, compile, and analyze reports and make recommendations to management.
• Work effectively with senior management, County staff, members of commissions, joint powers authorities, and various boards concerning matters of bonds, finance, budget and accounting for Agency programs.
• Respond to program audit findings.
• Provide effective leadership.
• Manage and direct human resources towards accomplishing Agency and Department goals.
• Communicate effectively both orally and in writing.
