DESCRIPTION
Under general direction, to manage, plan, organize, and administer the Operations and Management Services Department of the Community Development Agency; to assist and advise the Director, Community Development Agency, and other managers in matters related to strategic focus, human resource services management, processes and systems, allocation of resources, and to do related work as required.

DISTINGUISHING FEATURES

This one position classification is located in the Operations and Management Services Department of the Community Development Agency (CDA).  It reports directly to the Director, Community Development Agency as a part of the executive team, and provides direct operational and analytical assistance for policy, program development, and administrative issues within the Agency and coordinates the Director’s involvement in each of the Agency’s programs.

This position is primarily responsible for the development of objectives, strategies, and tactics necessary to accomplish organizational goals and has the authority to draw upon resources from any of the functional departments to accomplish these initiatives. This position is directly responsible for Agency budget narrative and presentation development, legislative analysis, media inquiries, County analysis, contract administration, human resource services management, administrative services for the Agency, and supervision of the Information Technology Division.  This classification is distinguished from the classification of Deputy Director, CDA in that the latter is responsible for the operations of a functional department within the Agency.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, coordinates, and supervises the work of the Operations and Management Services Department of the Community Development Agency.
  2. Establishes goals, determines work priorities, coordinates assignments of staff, and directs staff.
  3. Facilitates Department Head meetings.
  4. Relieves the Agency Director of administrative duties and coordinates the input of information for policy recommendations and determinations.
  5. Supervises the activities and staff of the Agency Director’s office, recommends and implements procedures, schedules, and instructions to staff and confers with the Agency Director and Deputy Directors on policies and procedures of the departments and follows up on implementation.
  6. Ensures that the priorities of the Agency are met.  Analyzes obstacles to achieve objectives and takes or recommends corrective actions.
  7. Assists the Agency Director and Deputy Directors in making major policy, program, financial and administrative recommendations to the Board of Supervisors.
  8. Plans and conducts a variety of special projects and studies of a complex, sensitive nature for the Agency Director; after approval of recommendations, makes presentations to the CAO, Board of Supervisors, and other agencies as appropriate.
  9. Directs the research, analysis, preparation, and editing of all major Agency administrative documents.
  10. Coordinates the Agency’s public information program; writes and disseminates a variety of informational materials; handles media inquiries, coordinates the Agency’s public presentations, and coordinates/responds to Public Records Act requests.
  11. Supervises the Agency Information Technology Division, which is responsible for innovations in systems and processes.  Directs development, maintenance, and upgrade of the Agency’s computer system; coordinates system administration of the local area networks; arranges and coordinates access to County mainframe programs; and oversees the maintenance of the Agency’s internet and intranet pages.
  12. Directly, or through the supervision of others, acts as liaison with Human Resource Services and supervises activities related to recruitment and examinations, classification studies, staff development, labor relations, Equal Employment Opportunity, benefits, safety, payroll administration, worker’s compensation, unemployment insurance, State Disability Insurance and employee claims.
  13. Participates in strategic development and planning of the Agency’s facilities and buildings.
  14. Manages the processing of Purchasing and Board-approved contracts.
  15. Acts for the Agency Director, as required, and represents the Agency Director at meetings with the Board of Supervisors, County Agency Directors, Commissions, civic groups, organizations, and the general public.  Explains Agency policies, procedures, and regulations on complex administrative questions and problems.
  16. Participates in the development of the Agency’s Human Resource Services and other policies.
  17. Develops and oversees the coordination and preparation of the annual Maintenance of Effort Budget Narrative and Presentation for all CDA Departments.
  18. Represents the Community Development Agency in Emergency Operations Planning.
  19. Reviews data and develop the budget narrative and budget presentation under the direction of the CDA Director.



MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of three (3) years' full-time experience in the classification of Assistant Deputy Director, Community Development Agency in the Alameda County classified services which included one year of full-time experience supervising the activities of subordinate staff.  

OR II
Education:

Possession of a bachelor’s degree from an accredited college or university.

AND
Experience:

The equivalent of five (5) years of full-time, increasingly responsible professional level administrative experience in a community development agency that included two (2) years of experience supervising the activities of subordinate staff.  

Substitution:

A master’s degree from an accredited college or university may be substituted for two (2) years of non-supervisory experience.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

  • Manage and direct human resources and information technology team towards accomplishing Agency goals.
  • Communicate effectively both orally and in writing.
