DESCRIPTION
Under close supervision, incumbents in this class are responsible for conferring with, advising and assisting property owners in programs for the promotion of healthy housing principles and physical rehabilitation or minor home repair of structures and performing related duties as required.


DISTINGUISHING FEATURES

The Healthy Housing Rehabilitation Specialist I is located in the Community Development Agency’s Healthy Homes Department. The Healthy Housing Rehabilitation Specialists I perform the less complex functions in programs for the promotion of healthy housing principles and the physical rehabilitation of housing. The more complex aspects of the programs are either performed by higher-level Healthy Housing Rehabilitation Specialists, or under their guidance.

Upon completion of one year as a Healthy Housing Rehabilitation Specialist I, incumbent will be evaluated for potentially flexing up to a Healthy Housing Rehabilitation Specialist II based on the incumbent’s knowledge, use of department and program policies and procedures, as well as department need.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assess and document deficiencies primarily in housing and child-occupied facilities; review lead evaluation reports and other assessments and test results; and meet with the property owners to discuss required and eligible repairs and improvements and program requirements to ensure eligibility.

2. Write recommendations on work write-ups, draw building sketch plan; write specifications, estimate costs; prepare project summaries, maintenance plans, owner notifications, and other documents relating to healthy housing hazards, inspection results, property conditions, and project status reports.

3. Ensure that all drawings and specifications are adequate for contractor bidding; obtain bids for rehabilitation work and assist in the selection of contractor to perform the work and prepare contracts; hold conference with property owner and contractor to discuss and approve the contract.

4. Conduct and document inspections of construction projects in process; lead evaluation and other testing assessments; ensure that work is performed in a timely and acceptable manner; and prepare and recommend approval of payment vouchers and act as an intermediary if dispute arises regarding the rehabilitation work.

5. Recruit and evaluate contractors for program participation.

6. Maintain and update databases, worksheets, and project logs.

7. Provide technical assistance to property owners, property managers, contractors and maintenance personnel on healthy housing and lead safety issues, housing, construction, lead regulations, hazard treatment, and safe work practices; promote compliance with lead safety and healthy housing standards; monitor properties and renovations for the correction of identified housing deficiencies including lead hazards; notify and maintain communication with involved parties; and document project status and progress.

8. Communicate with other staff members and outside agencies to share information, coordinate activities, and promote compliance.

9. Assist in the development of presentations and make presentations on healthy housing topics; and conduct presentations to homeowners and focus groups for outreach and to disseminate information.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of one-year full-time experience as a Healthy Housing Rehabilitation Technician in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Experience:

The equivalent of two years’ full-time experience in residential or commercial rehabilitation inspection, architecture, engineering or a closely related field; or the equivalent of two years’ full-time journey-level skilled trades experience.

Possession of a certificate in construction inspection, or completion of 60 college semester or 90 quarter units from an accredited college in construction inspection, architecture, engineering or a closely related field may be substituted for the two years of required experience.

Special Requirement:

Within two years of employment in this classification, employee must obtain all appropriate Lead Certifications from the California Department of Health Services

License:

Possession of a valid California Motor Vehicle Operator’s Class C license is required.
