DESCRIPTION
Under general supervision, incumbents in this class are responsible for conferring with, advising and assisting property owners in programs for the promotion of healthy housing principles and the physical rehabilitation or minor home repair of structures, and performing related duties as required.


DISTINGUISHING FEATURES

The Healthy Housing Rehabilitation Specialist II is located in the Community Development Agency’s Healthy Homes Department. The Healthy Housing Rehabilitation Specialist II oversees rehabilitation projects in programs for the promotion of healthy housing principles and the physical rehabilitation of housing. The more complex functions of the projects are either performed by a Healthy Housing Rehabilitation Specialist III, or under his/her guidance. The Healthy Housing Rehabilitation Specialist II is expected to gain experience and demonstrate proficiency in the area of housing rehabilitation.

Upon completion of one year as a Healthy Housing Rehabilitation Specialist II, incumbent will be evaluated for potentially flexing up to a Healthy Housing Rehabilitation Specialist III based on the incumbent’s knowledge, use of department and program policies and procedures, as well as department need. The Healthy Housing Rehabilitation Specialist II is distinguished from Healthy Housing Rehabilitation Specialist I in that the latter performs his/her duties under close supervision. This classification is further distinguished from Healthy Housing Rehabilitation Specialist III in that the latter has a thorough knowledge and proficiency in the most critical and difficult aspects of healthy housing principles and housing rehabilitation.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assess and document deficiencies, primarily in housing and child-occupied facilities; review lead evaluation reports, other assessments and test results; inspect structures for code deficiencies and substandard conditions; meet with the property owners to discuss required and eligible repairs and improvements, and program requirements to ensure eligibility.

2. Write recommendations or work write-ups, draw building sketch plans, write specifications, and estimate costs; prepare project summaries, maintenance plans, owner notifications, and other documents relating to healthy housing hazards, inspection results, property conditions, project status reports.

3. Ensure that all drawings and specifications are adequate for contractor bidding; obtain bids for rehabilitation work and assist in the selection of contractor to perform the work; prepare contracts from standard documents; and holds conference with property owner and contractor to discuss and approve the contract.

4. Conducts and documents inspections of construction in process;lead evaluations and other testing or assessments; ensures that work is performed in a timely and acceptable manner; prepares and recommends approval of payment vouchers; and acts as an intermediary if a dispute arises regarding the rehabilitation work.
5. Recruit and evaluate contractors for program participation.

6. Maintain and update databases, worksheets, and project logs.

7. Provide technical assistance and training to property owners, property managers, contractors and maintenance personnel on healthy housing and lead safety issues, housing, construction, lead regulations, hazard treatments and safe work practices; promote compliance with lead safety and healthy housing standards; monitor properties and renovation for the correction of identified housing deficiencies including lead hazards; notify and maintain communication with involved parties; and document project status and progress.

8. Communicate with other staff members and outside agencies to share information, coordinate activities, and promote compliance.

9. Assist in the development of presentations; make presentations on healthy housing topics; and conduct presentations to homeowners and focus groups for outreach and to disseminate information.

MINIMUM QUALIFICATIONS
Either I

The equivalent of 1 year full-time experience as a Rehabilitation Specialist I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) with demonstrated and acceptable experience in residential inspection.

Or II

The equivalent of 4 years’ full-time experience in residential or commercial rehabilitation inspection, building code enforcement, residential design, or a closely related field; or the equivalent of 4 years of full-time journey-level skilled trades experience.

Possession of a certificate in construction inspection, or completion of 60 college semester; or 90 quarter units in construction inspection, architecture, engineering or a closely related field may be substituted for the equivalent of two years of the required experience.

Special Requirement:

Within one year of employment in this class, employee must obtain all appropriate Lead Certifications from the California Department of Health Services

License:

Possession of a valid California Motor Vehicle Operator's Class "C" license is required.
