Under direction, incumbents in this class are responsible for the performance of functions in a program for the promotion of healthy housing principles and the physical rehabilitation of structures and performing related duties as required.
DISTINGUISHING FEATURES The Healthy Housing Rehabilitation Specialist III is located in the Community Development Agency’s Healthy Homes Department. The Healthy Housing Rehabilitation Specialist III performs the more difficult technical and public relations aspects of the work and acts as a team leader while instructing and participating with subordinates in professional work. The Housing Rehabilitation Specialist III may monitor and direct the work of other Rehabilitation Specialists in projects requiring a higher level of expertise and experience in construction or housing rehabilitation programs. The Healthy Housing Rehabilitation Specialist III oversees and directs routine work which may include work write-ups, cost estimates and monitoring inspections of construction work in progress. The Healthy Housing Rehabilitation Specialist III is expected to demonstrate proficiency in all areas of healthy housing principles and the physical rehabilitation and minor repair of structures. The Healthy Housing Rehabilitation Specialist III is distinguished from the Healthy Housing Rehabilitation Specialists II in that the latter is responsible for the less complex activities and works under general supervision once department and program policies and procedures are learned. |
EXAMPLES OF DUTIES

The incumbent either performs or directs the following: 1. Assess and documents deficiencies, primarily in housing and child-occupied facilities; inspects structures for code deficiencies and substandard conditions; meets with the property owners to discuss required and eligible repairs and improvements and program requirements to ensure eligibility. 2. Develop work write-ups, draw building sketch plans, write specifications, and estimate costs; prepare project summaries, maintenance plans, owner notifications, and other documents relating to healthy housing hazards, inspections, results, property conditions, and project status reports. 3. Ensure that all drawings and specifications are adequate for contractor bidding; obtain bids for rehabilitation work and assist in the selection of the contractor to perform the work; prepare contracts from standard documents and hold conferences with owner and contractor to discuss and approve the contract. 4. Conduct and document inspections of construction projects in progress; lead evaluations and other testing or assessments; ensure that work is performed in a timely and acceptable manner; prepare and recommend approval of payment vouchers; act as an intermediary if a dispute arises regarding the rehabilitation work. 5. Recruit, evaluate and approve contractors for program participation and maintain a list of approved contractors. 6. Train new employees, direct and monitor the work of Healthy Housing Rehabilitation Specialists; and implement new procedures and processes. 7. Research and write housing rehabilitation guidelines, procedures, and specifications; maintain and update databases, worksheets, and project logs; and ensure the development of procedures and program delivery documents. 8. Provide and guide other staff in the provision of technical assistance and training to property owners, property managers, contractors and maintenance personnel on healthy housing and lead safety issues, housing, construction, lead regulations, hazard treatments and safe work practices; promote compliance with lead safety and healthy housing standards; monitor properties and renovation for the correction of identified housing deficiencies including lead hazards; notify and maintain communication with involved parties; and document project status and progress. 9. Coordinate the activities of other staff members in addressing healthy housing issues; act as liaison and coordinator with other programs and outside agencies to share information, coordinate activities and promote compliance. 10. Coordinate with other staff to respond to the needs of lead-poisoned children and their families; and assist with case management for lead poisoned-children and their families. 11. Develop and lead presentations, trainings, and technical assistance to promote healthy homes principles and practices with other agencies, community based organizations, and associations to disseminate information, provide training and education; act as liaison and network with partners, funders, government, non-profits and community-based organizations. |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of one year full-time experience as a Rehabilitation Specialist II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II Experience: The equivalent of five years’ full-time experience in residential or commercial rehabilitation inspection, building code enforcement, residential design, or a closely related field; or the equivalent of five (5) years’ full-time journey-level skilled trades experience. AND Possession of a certificate in construction inspection, or completion of 60 college semester, or 90 quarter units in construction inspection, architecture, engineering or a closely related field may be substituted for the equivalent of two years of the required experience. License: Possession of a valid California Motor Vehicle Operator’s Class “C” license is required. Special Requirement: Upon hire, employee must possess applicable Lead Certification by the California Department of Health Services. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
