DESCRIPTION

Under close supervision, incumbents in this class are responsible for performing a wide variety of technical and paraprofessional duties associated with housing development, community development and/or homeless projects and programs and performing related duties as required.

DISTINGUISHING FEATURES

Housing and Community Development Technician I is located in the Community Development Agency’s Housing and Community Development Department.  The Housing and Community Development Technician I is expected to gain experience and demonstrate proficiency in the areas of housing development, community development, and/or homeless programs eligibility, contract management including monitoring and reviewing invoices, gathering data and drafting reports.  

Upon completion of one year as a Housing and Community Development Technician I, the incumbent will be evaluated for potentially flexing up to the Housing and Community Development Technician II.  The Housing and Community Development Technician I is distinguished from the Housing and Community Development Technician II in that the latter performs the full range of technical and paraprofessional duties under general supervision, once department and program policies and procedures are learned.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Gather and maintain data in computer database and produce statistical and narrative reports related to housing development, community development and homeless projects and programs.
  2. Review project files for completeness, enter information into database, process payments for contractors or vendors, and track program and contracting requirements, such as insurance policy terms and SLEB eligibility/status.
  3. Ensure that Deeds of Trust, Reconveyances, Covenants, Conditions, Restrictions, Notices of Completion, and similar documents are completed and recorded in accordance with Department policies and procedures.
  4. Research information, provide recommendations, and develop drafts for revisions of program procedures and guidelines.
  5. Assist in the preparation, submission and execution of Requests for Proposals/Qualifications, contracts funding applications and track and monitor program funds.
  6. Assist with presentations to market Department programs to local governing boards, councils, and community and neighborhood groups.
  7. Monitor and ensure program compliance by owner, property management company, or residence manager to HCD and funder requirements, such as terms and conditions of regulatory agreements, program contracts, housing and community development program guidelines and HUD wage regulations.
  8. Review applications for first-time homebuyers and/or other programs, determine eligibility, recommend approval or denial to approving manager, maintain file and database, provide assistance to participating lenders and applicants, assist with lender training sessions, and prepare funding applications and/or reports to cities, IRS or other entities, as directed.
  9. Perform drawdowns and work with program staff and/or managers to resolve problems.

MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of one (1) year full-time experience as a Specialist Clerk I or equivalent or higher-level classification in the Alameda County classified service.    

OR II  

Experience:  

The equivalent of two (2) years full-time experience related to housing, community development, homeless or service-enriched housing programs.   

Substitution:  

Completion of 60 college semester or 90 quarter units from an accredited college or university may be substituted for one year of the required experience.

Special Requirements:  

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.  

Incumbents may be required to attend night and/or weekend meetings.  

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
