DESCRIPTION
DEFINITION:

Under direction, conducts on-site inspections in accordance with federal, state, and local regulations and standards to determine the existence, nature, severity, and location of lead-based paint and other hazards; provides occupants, property owners and other technical/professional staff with reports explaining the results of the investigation, options for reducing lead-based paint and other hazards, and performs other related work.

DISTINGUISHING FEATURES:

Positions in this classification are assigned to the Community Development Agency. This class is distinguished from the next lower one of Lead Inspection Technician in that the latter class serves as the junior member of a two person inspection team assisting in the determination of the existence, nature, severity and location of lead-based paint hazards; whereas the former class is responsible for meeting production and quality standards of the on-site inspections, assessing potential risk and recommending options to remediate any hazard, according to program protocols utilizing Department of Housing and Urban Development Guidelines, state and local regulations and is required to be certified by the State of California as a Lead Related Construction Inspector/Assessor. This class is further distinguished from the Lead Project Designer in that the latter is responsible for directing and coordinating the work of all technical and non-technical staff to complete program and project activities and the former is the senior member of the two person inspection team.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Conducts visual and physical inspections of public and residential buildings

2. Draws site and floor plans of structures to identify locations where samples may or have been taken.

3. Collects samples of dust, soil, paint or other materials or objects that may contain lead or substances that may affect public health to identify structural or non-structural sources of lead in the environment.

4. Uses XRF analyzers to conduct paint sampling and calibrates the instrument to ensure accuracy.

5. Prepares transmittals for laboratory analysis and other documents to ensure proper chain of custody. May act as a liaison with laboratory personnel to ensure analysis is performed in a timely fashion.

6. Provides educational/marketing materials to tenants, property owners, property management companies, and resident managers concerning lead and safety issues as they relate to public health.

7. Records and documents site activities, inputs data to computerized data management systems, formats reports to ensure accurate and organized retrieval of data.

8. Ensures all lead-hazard reduction personnel or program personnel including other technical, construction and health personnel are informed of activities and coordinates those activities when appropriate.

9. Coordinates and assists citizen and neighborhood advisory or ad hoc committees and other program staff with community meetings or activities as directed.

10 Directs the work of Lead Inspection Technicians in the completion of visual assessment, and sampling and risk assessments.

11. Serves on program committees as directed.

12. Gives public presentations at conferences, accredited training courses, community events, home renovation classes.

MINIMUM QUALIFICATIONS
Certification:

Certification by the State of California as a Lead Related Construction Inspector/Assessor.

Special Requirement:

A valid Class C California driver's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
