DESCRIPTION
Under general supervision, the employee is responsible for marketing and promoting housing rehabilitation programs available through the Community Development Agency’s (“CDA”) Healthy Homes Department; coordinating various aspects of emergency repairs in single-family homes and mobile homes; conducting Housing Quality Standards inspections; preparing and/or processing required documentation, and performing related duties as required.

DISTINGUISHING FEATURES

The Healthy Housing Rehabilitation Technician classification is located in CDA’s Healthy Homes Department and reports to the Healthy Housing Construction Manager. The employee is responsible for performing a scope of technical and paraprofessional duties for rehabilitation activities projects, and community engagement activities.

The Healthy Housing Rehabilitation Technician is distinguished from the Healthy Housing Rehabilitation Specialist series in that the latter classifications are conferring with, advising, and assisting property owners in programs for the promotion of healthy housing principles and the physical rehabilitation or minor home repair of structures while the former is doing paraprofessional work such as marketing and promoting housing rehabilitation programs.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, the employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Conducts interviews in person or over the telephone with community members including property owners and contractors to describe and market available programs; verifies program eligibility; schedules/meets with property owners and contractors to conduct inspections for determining needed repairs and identifying potential health and safety violations.
  2. Gathers and maintains client and project data in computer database(s).
  3. Completes Residential Environmental Reviews and verify property ownership through the review of documentation provided by the property owner.
  4. Assigns work to approved contractors and ensures that work is performed in a timely and acceptable manner.
  5. Reviews contractor invoices for accuracy and ensures project documentation is complete prior to submitting an invoice for payment approval.
  6. Markets programs through advertisements, announcements, and presentations.
  7. Conducts Housing Quality Standards inspections or healthy housing inspections, assessments, and environmental investigations for community development programs. 

MINIMUM QUALIFICATIONS
EITHER I 
Experience:

The equivalent of one (1) year of full-time experience in the classification of Specialist Clerk I or higher-level classification in the County of Alameda classified service.

OR II
Education:

Possession of a high school diploma or General Education Development (“GED”). 
AND
Experience

The equivalent of one (1) year of full-time housing assessment and/or housing inspection experience.

License:

All candidates must possess a valid California Class “C” Driver’s license and be willing and able to drive.

Special Requirements:

  • Lift up to 25 pounds safely. 
  • Climb ladders or steps to reach objects.
  • Work from scaffolds at various heights, within reason, to perform work.
  • Travel across rough, uneven, or rocky surfaces.
  • Work in a variety of weather conditions with exposure to the outdoor elements.
  • Have dexterity sufficient to handle simple, basic hand tools.
  • Drive safely and skillfully.
  • Conduct inspections in areas inhabited by domestic animals.
