DESCRIPTION

Under general direction, is responsible for the planning, entitlements and infrastructure construction leading to the disposition and development of the inventory of properties vested in the Authority; acts as Director-Surplus Property Authority in his/her absence; performs related duties as required.
DISTINGUISHING FEATURES The Assistant Director-Surplus Property Authority reports to and assists the Director-Surplus Property Authority in the goal of the Authority to maximize the income from the disposition of the Authority’s inventory of properties. The Assistant Director-Surplus Property Authority is responsible for directing, administering and evaluating the planning and entitlement process for the Authority and for representing the Authority, Agency and County as required. The position is located as a functioning unit within the Community Development Agency. |
EXAMPLES OF DUTIES

1. Plans, organizes, coordinates and supervises the work of the staff and consultants for the Surplus Property Authority. 2. Prepares and implements a planning and entitlement strategy that maximizes the financial return to the County. 3. Initiates, reviews and determines the priority and scheduling of projects. Conducts independent planning and development studies of a difficult and complex nature. 4. Negotiates and oversees the implementation of service, fee and development agreements with public agencies necessary for the successful and timely development of Authority property. 5. Directs the work of legal, engineering, environmental and design consultants in the preparation of planning, entitlement and construction documents necessary for the successful and timely development of Authority property. 6. Acts as Project Manager for ensuring the timely construction of major infrastructure improvements built in conjunction with the disposition of properties. 7. Works with staffs of Federal, State and local agencies and jurisdictions to ensure the issuance of necessary permits and approvals of plans and entitlements required for the successful and timely development of Authority property. 8. Represents the Authority in meetings of public and private interest groups and affiliate agencies. Participates in professional associations and organizations. 9. Acts as Director, Surplus Property Authority when assigned. |
MINIMUM QUALIFICATIONS

Education:
Possession of a Bachelor’s degree in a profession relevant to real estate development such as business, city and regional planning, landscape architecture or architecture from an accredited college or university; AND Experience: The equivalent of four years of full-time increasingly responsible professional experience in community development that included two years of public/private planning, entitlement and real estate development. (NOTE: A Master’s degree in a profession relevant to real estate development as noted above may be substituted for two years of the required experience.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: · Principles, methods and procedures for urban planning and development, including utilization of architecture, landscape architecture, engineering, biology, economics, environmental, hydrology, geology and physical planning. · Physical, social, legal and financial implications involved with successful planning, entitlement and development of real estate assets in a timely fashion. · Laws and regulations related to land planning and development, such as the California Environmental Quality Act, the Endangered Species Act and the Subdivision Act, as well as pertinent State, municipal and County housing, school funding, real estate and housing laws. · Construction methods and costs for major infrastructure improvements. · Principles of budget development and analysis for complex infrastructure improvements and fee/credit systems. Ability to: · Establish good working relationships with staff, contractors, developers and government agencies. · Provide effective leadership and take charge of complex assignments. · Communicate effectively, both orally and in writing. · Interpret, apply and successfully meet Federal, State and municipal regulations, codes, laws and requirements leading to the entitlement and development of surplus properties. |
