DESCRIPTION
Under general direction, is responsible for the management of the disposition and development of the inventory of properties vested in the Surplus Property Authority. The incumbent of this class is responsible for directing the work of the Authority and receives direction from the Surplus Property Commission of the Board of Supervisors. The position is located in the Community Development Agency.

DISTINGUISHING FEATURES

The Director of the Surplus Property Authority is responsible to the Surplus Property Commission of the Board of Supervisors for maximizing the income from the disposition of the Surplus Property Authority real estate holdings. The Director and his/her staff is .located as a functioning unit within the Community Development Agency and reports to the Community Development Agency Director.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes, coordinates and supervises the work of the staff or consultants for the Surplus Property Authority.

2. Prepares and implements a disposition, development and marketing strategy that maximizes the financial return to the County.

3. Negotiates and oversees the implementation of sales contracts with private development interests.

4. Directs the work of legal, technical and design consultants in the preparation of contracts, construction documents, environmental cleanups and architectural, planning and engineering studies.

5. Oversee the construction of major infrastructure improvements built in conjunction with the disposition of properties.

6. Works with the staff and decision-makers of various local jurisdictions to ensure the approval of proposed plans and developments on the Surplus Property Authority lands.

MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor’s degree in a profession relevant to real estate development such as business, city and regional planning or architecture from an accredited college or university,

AND


Experience:

The equivalent of six years of increasingly responsible full time experience in public/private real estate development including management of complex mixed-use development projects.

NOTE: A Master’s degree in a profession relevant to real estate development such as business, city and regional planning or architecture from an accredited university may be substituted for two years of the required experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Real estate market and terminology.
• Real estate development, including feasibility studies, appraisals, market studies, pro forma analysis, planning and marketing.
• Construction process including: cost estimating, construction documentation, bidding, change orders and construction management.
• Contract, land-use, environmental and construction laws and regulations.
• Architectural and engineering design process.

Ability to:

• Plan, organize and administer the disposition and development of a large mixed use development in a manner that maximizes the financial return to the County.
• Negotiate complex land sales agreements with sophisticated private development interests.
• Manage large infrastructure construction projects.
• Secure entitlements from local jurisdictions for large and potentially controversial developments.
• Supervise and coordinate the activities of staff and consultants working different aspects of the project including: engineers, architects, construction managers, planners, environmental managers and economists.
• Communicate verbally and in writing with the Board of Supervisors, other County staff, staff and political leaders in cities where the surplus properties are located, the community, the press and the real estate industry regarding the goals and intentions of the Surplus Property Authority.
• Make decisions and use sound judgment.
• Exercise leadership.
