DESCRIPTION
Under general direction, the Healthy Homes Manager is responsible for planning, organizing, directing and supervising the work of childhood lead poisoning prevention, asthma trigger reduction, accident prevention and health-related housing programs in the Community Development Agency’s Healthy Homes Department.


DISTINGUISHING FEATURES

The Healthy Homes Manager reports to the Deputy Director or Assistant Deputy Director in the Healthy Homes Department. The Healthy Homes Manager is responsible for planning, organizing, directing, supervising the work of department programs, oversees professional and non-professional employees who develop and implement health, safety and housing and/or community development activities directly and indirectly and through the management of professional, technical and/or clerical personnel, and a variety of professional consultants.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises direct reports to ensure the implementation and evaluation of department programs.

2. Manages day-to-day activities in section(s) of the department.

3. Conducts critical analysis, planning, organizing, directing and coordinating the activities of professional and non-professional employees for programs in the department.

4. Assists in the annual budget by compiling and analyzing data on staffing, support resources, and program needs.

5. Supervises the healthy homes assessments and scopes of work.

6. Develops corrective action plans.

7. Participates in the development and review of Agency policies and goals, particularly as they affect the department.

8. Based on Agency guidelines, creates, develops, and/or revises program policies, procedures and division goals.

9. Assumes responsibility for a variety of personnel activities, including performance evaluations, training, selection and disciplinary actions.

10. Develops and maintain operational procedures for use by staff.

11. Maintains working relationships with federal, state, and local agencies, County departments, community groups and private-sector housing developers.

12. Negotiates, administers, and monitors contracts and agreements.

13. Provides technical advisement to property owners, homeowners, property management companies, Federal, State, local, County departments, and staff.

14. Analyzes and comments on proposed laws, regulations, procedures, etc., as they relate to the goals of the department.

15. Performs policy analysis and legislative coordination at the local, state, and federal level.

16. Performs resource and revenue development, including grant writing.

17. Plans, develops, and evaluates department programs and projects.

18. Represents the interests of the Community Development Agency and Alameda County on internal and community advisory committees, local, state, and federal governmental agencies, and community groups.

19. Participates in community activities.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year full-time experience as a Healthy Homes Specialist III in the Alameda County classified service.

Or II

Possession of a Bachelor’s degree from an accredited college or university with a major in environmental studies, communications, social studies, public health, construction management, architecture, engineering or a related field. If Bachelor’s degree is in a related field, applicant must show academic studies nexus to healthy-related housing programs.

And

The equivalent of four years full-time increasingly responsible, professional experience in a management or an administrative capacity in a housing or community development agency, which included responsibility for directing the activities of subordinate staff, program budgeting, and management of housing and/or community development activities. Work background must include a minimum of two years of supervision, lead or administrative experience.

SUBSTITUTION PATTERN

A Master’s degree in environmental studies, communications, social studies, public health, construction management, architecture, engineering or a related field may be substituted for one year of the non-supervisory experience required.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.

• Independently prepare staff reports, Board letters, policy documents, and financial analyses

• Set priorities and handle multiple projects simultaneously
• Establish and maintain effective relationships with homeowners, landlords, property managers, housing developers, homeless agencies, public service groups, the general public, and fellow employees
