DESCRIPTION

Under general supervision, incumbents in this class are responsible for the performance of professional duties which involve technical and analytical work in childhood lead poisoning prevention, asthma trigger reduction, accident prevention and health-related housing programs and performing related duties as required.

DISTINGUISHING FEATURES

The Healthy Homes Community Development Specialist II is located in the Community Development Agency’s Healthy Homes Department. The Healthy Homes Community Development Specialist II performs the professional functions of childhood lead poisoning prevention, asthma trigger reduction, accident prevention and health-related housing programs. The more complex functions of the projects are either performed by the Healthy Homes Community Development Specialist III, or under their guidance. The Healthy Homes Community Development Specialist II is expected to gain experience and demonstrate proficiency in areas of childhood lead poisoning prevention, asthma trigger reduction, accident prevention or health-related housing programs.

Upon completion of one year as Healthy Homes Community Development Specialist II, incumbent will be evaluated for potentially flexing-up to Healthy Homes Community Development Specialist III based on the incumbent’s knowledge and use of departmental and program policies and procedures, as well as department need. The Healthy Homes Community Development Specialist II is distinguished from the Healthy Homes Community Development Specialist I in that the latter assists in program activities under close supervision. The Healthy Homes Community Development Specialist II is further distinguished from the Healthy Homes Community Development Specialist III in that the latter performs the full range of professional duties under direction, once department and program policies and procedures are learned.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
Healthy Homes Community Development Specialist II

1. Conducts healthy home assessments and consultations; develops scopes of work and evaluate housing and health outcomes.

2. Develops corrective action plans.

3. Gathers healthy homes data from projects and programs, and summarizes information based on HUD guidelines into performance reports, environmental reviews, consolidated plans, and other reports as required by funding sources.

4. Coordinates gathering of statistical data, analyzes data and writes narrative statistical reports.

5. Assists in planning and developing overall program policies and procedures and in developing annual plans and objectives.

6. Writes contracts from approved templates for funding and program recipients and monitors contract compliance, gathers statistics and composes related reports, plans, and environmental assessments as assigned, and reviews budget and expenditure reports on projects and programs.

7. Analyzes and determines the need for housing, community development, healthy homes interventions such as lead hazard control, asthma trigger reduction, injury prevention, or related service enriched healthy homes projects in Alameda County, including new construction, utilization of existing housing, environmental hazard abatement measures, and assists in developing strategies to meet those needs.

8. Identifies, initiates contact with, respond to, advises and provides technical assistance and group presentations to community organizations such as neighborhood advisory committees, and other health and housing organizations and committees as directed; develops collaborations and partnerships as appropriate.

9. Assists in administering healthy housing programs which may include project planning, grant applications and specification review, environmental review, negotiation, site visits, financial planning and reporting, internal audit, public relations, housing advisory services, and record keeping; ensures required reports and related healthy housing program administrative duties are complete.

10. Develops participant recruitment, marketing including social media, education, community collaboration, evaluation, scheduling, project tracking and reviews client relocation plans.

11. Monitors compliance of housing developers, property owners, or service contractors with contracts, regulatory agreements and related documents.

12. Writes and presents reports, analyses, recommendations and general information to citizen and neighborhood advisory committees and other health and housing-related committees or groups, local government entities or in other public forums.

13. Coordinates and monitors project compliance with funding source regulations.

14. Provides technical assistance to property owners, contractors and tenants on unsafe work practices and environmental health hazards present in the home.

15. Promotes compliance with lead safety and healthy housing standards and monitor properties and renovations for corrective action; send notifications and maintains communication with involved parties and documents project status and progress.

16. Plans and conducts trainings for property owners, property managers, contractors and maintenance personnel on healthy housing and lead safety issues, regulations and safe work practices.

17. Develops marketing materials including utilization of written, web-based, social media, visual and presentation tools, to targeted groups and individuals.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year full-time experience as a Healthy Homes Community Development Specialist I in the Community Development Agency, Healthy Homes Department.

Or II

Possession of a Bachelor's Degree from an accredited college or university in environmental studies, communications, social studies, public health or a closely related field. If Bachelor’s degree is in a related field, applicant must show academic studies nexus to health-related housing programs.

And

The equivalent of two years of full-time program planning experience in a housing, community development, public health, social service, community education or related service enriched housing program.

NOTE: A Master’s degree from an accredited college or university in environmental studies, communications, social studies, public health or a closely related field may be substituted for one year of the required experience.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.
