DESCRIPTION

Under direction, incumbents in this class are responsible for the performance of advanced professional duties which involve technical and analytical work in childhood lead poisoning prevention, asthma trigger reduction, accident prevention, or health-related housing programs and performing related duties as required.

DISTINGUISHING FEATURES

The Healthy Homes Community Development Specialist III is located in the Community Development Agency’s Healthy Homes Department. The Healthy Homes Community Development Specialist III performs the more complex professional functions of childhood lead poisoning prevention, asthma trigger reduction, accident prevention, or health-related housing programs and acts as team leader, while also instructing and participating with subordinates in professional work. The Healthy Homes Community Development Specialist III is expected to demonstrate proficiency in all areas of childhood lead poisoning prevention or health-related housing programs.

The Healthy Homes Community Development Specialist III is distinguished from the Healthy Homes Community Development Specialist II in that the latter is responsible for the less complex activities and works under general supervision once department and program policies and procedures are learned.


EXAMPLES OF DUTIES
1. Coordinates the work of and trains other professional staff on specific programs or projects, provides technical expertise and reviews the work of staff for completeness, accuracy and compliance with laws, regulations, procedures, and internal policies.

2. Oversees the implementation of programs, including acting as a liaison with representatives from funding sources, other jurisdictions, and other community and professional associations.

3. Analyzes and determines the need for housing, community development, healthy homes interventions such as lead hazard control, asthma trigger reduction, injury prevention, and other environmental health and housing issues.

4. Conducts healthy homes assessments and consultations, develops scope of work and evaluates housing and health outcomes.

5. Develops corrective action plans.

6. Coordinates healthy homes voluntary compliance program including providing technical assistance, tracking progress and monitoring outcomes of unsafe renovation and condition complaints.

7. Plans and conducts trainings for property owners, property managers, contractors and maintenance personnel on healthy housing and lead safety issues, regulations and safe work practices.

8. Develops annual plans, goals and objectives; independently writes and reviews contracts for all grant requirements and monitors project compliance; gathers statistics and writes all related reports; reviews construction plans, and evaluates environmental assessments as assigned; explains programs to interested persons and reviews budget and expenditure reports on projects.

9. Administers housing, and community development or related service enriched healthy homes projects, including project planning, grant applications and specification review, environmental reviews, negotiations, site visits, loan closings, financial planning and reporting, internal audits, public relations, housing advisory services, record keeping and writing required reports.

10. Develops, monitors and manages contracts for healthy housing services, environmental hazard reductions and/or enforcement support services.

11. Selects and oversees consultants and outside professional services.

12. Writes and presents reports, analyses and recommendations to citizen and neighborhood advisory committees and other health and housing related committees or groups, local government entities or in other public forums; provides technical advisement and/or assistance to the community on healthy homes and environmental hazard reduction.

13. Analyzes legislation for impact on programs and make appropriate recommendations.

14. Participates in or makes recommendations on the planning and development of overall program policies and procedures.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year full-time experience as a Healthy Homes Community Development Specialist II in the Community Development Agency, Healthy Homes Department.

Or II

Possession of a Bachelor's degree from an accredited college or university in environmental studies, communications, social studies, public health, or a closely related field. If Bachelor’s degree is in a related field, applicant must show academic studies nexus to health-related housing programs.

And

The equivalent of three years full-time program planning experience in a housing, community development, public health, social service, community education or related service enriched housing program.

NOTE: A Master's degree in environmental studies, communications, public health, social studies or a closely related field may be substituted for the equivalent of two years of the required experience.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.
