DESCRIPTION

This classification specification describes the entry level of the Healthy Homes Community Development Technician flexibly staffed series. Under close supervision, are responsible for performing a wide variety of technical and paraprofessional duties associated with childhood lead poisoning prevention, asthma trigger reduction, accident prevention, and health-related housing programs and performing related duties as required.

DISTINGUISHING FEATURES 

This classification is part of a two-level flexibly staffed classification series of the Healthy Homes Community Development Technician classifications located in the Community Development Agency and reports to the Healthy Homes Manager or Healthy Homes Construction Manager. The Healthy Homes Community Development Technician I is expected to gain experience coordinating community engagement activities and demonstrate proficiency in the areas of eligibility, monitoring, and training in childhood lead poisoning prevention, asthma trigger reduction, accident prevention, and health-related housing programs. 

Upon completion of one (1) year as a Healthy Homes Community Development Technician I, employees will be evaluated for potentially flexing up to Healthy Homes Community Development Technician II.  The Healthy Homes Community Development Technician I is distinguished from the Healthy Homes Community Development Technician II in that the latter performs the full journey-level technical and paraprofessional duties under general supervision, once department and program policies and procedures are learned.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Conducts interviews in person or over the telephone with community members including property owners and contractors to describe available programs, schedules appointments, performs outreach, and intakes to verify program eligibility.
  2. Works with employers, government agencies, and others to obtain eligibility, verification, demographic, and other information regarding program applications.
  3. Gathers and maintains data in a computer database and produces statistical and narrative reports related to community development, housing preservation, and community health projects. 
  4. Researches property information and verifies property ownership for housing programs.
  5. Assists contractors with the application process, gathers qualifying documents, and maintains a database of eligible contractors/vendors, property owners, and/or health resources. 
  6. Reviews project files for completeness, enters information into a database, and processes payments for contractors.
  7. Reviews loan documents, determines eligibility, recommends approval or disapproval of loan and repayment terms, prepares all necessary loan documents, and conducts loan closings.
  8. Ensures that trust deeds, reconveyances, covenants, conditions, restrictions, Notices of Completion, and similar documents are completed and recorded. 
  9. Researches information, provides suggestions and develops drafts for revisions of program procedures and guidelines. 
  10. Assists in the preparation and submission of housing and health program contract proposals to funding agencies and assists with tracking and monitoring housing and health program funds. 
  11. Assists in coordinating, conducting presentations, and outreaching to market Healthy Homes programs to local governing boards and councils, as well as community and neighborhood groups. 
  12. Provides administrative support for training programs.
  13. Schedules healthy housing assessments and monitor timeliness and contract balances for assessment consultants.
  14. Reviews applications for healthy homes programs, determines eligibility and recommends approval or disapproval to management staff, and maintains database.
  15. Assists in coordinating healthy housing programs that include loan processing and coordinating completion of grant application packages. 

MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of one (1) year full-time experience in the classification of Specialist Clerk I or equivalent or higher-level classification in the Alameda County classified service.     

OR II

Experience:

The equivalent of two (2) years full-time experience reviewing, processing application packages for housing programs, monitoring, and ensuring program compliance, or related experience in public health education community development, or service-enriched housing programs.

License:

Employees must possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties. 

Special Requirements:

Employees may be required to attend night and/or weekend meetings. 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
