DESCRIPTION

Under general supervision, incumbents in this class are responsible for performing a wide variety of technical and paraprofessional duties associated with childhood lead poisoning prevention, asthma trigger reduction, accident prevention and health-related housing programs and performing related duties as required.

DISTINGUISHING FEATURES

The Healthy Homes Community Development Technician II is located in the Community Development Agency’s Healthy Homes Department. The Healthy Homes Community Development Technician II is expected to gain experience and demonstrate proficiency in the areas of eligibility, monitoring, training and ability to work independently.

The Healthy Homes Community Development Technician II is distinguished the Healthy Homes Community Development Technician I in that the latter works under close supervision while learning the technical and professional duties assigned.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Coordinate healthy housing programs that include loan processing and coordinating the completion of grant application packages.

2. Work with employers, government agencies, and others to obtain eligibility, verification, demographic and other information regarding program applications.

3. Ensure that trust deeds, reconveyances, covenants, conditions, restrictions, Notices of Completion, and similar documents are completed and recorded.

4. Gather and maintain data in computer database and produces statistical and narrative reports related to community development, housing preservation, and community health projects.

5. Research property information and verify property ownership for housing programs.

6. Assist contractors with the application process; gather qualifying documents; and maintain database of eligible contractors/vendors, property owners, and/or health resources.

7. Review project files for completeness; enter information into database; and process payments for contractors.

8. Review loan applications; determine eligibility, recommend approval or disapproval of loan and repayment terms; calculate loan terms if approved; prepare all necessary loan documents; and conduct loan closings.

9. Research information, provide suggestions, and develop drafts for revisions of program procedures and guidelines.

10. Assist in the preparation and submission of housing and health program contract proposals/applications to funding agencies; and assist with tracking and monitoring housing and health program funds.

11. Coordinate presentations to market Healthy Homes programs to local governing boards and councils, as well as community and neighborhood groups.

12. Coordinate training programs.

13. Review applications for healthy homes programs; determine eligibility and recommend approval or disapproval to management staff; maintain database information.

14. Request healthy housing assessments, monitor timeliness and contract balances for assessment consultants.

15. Conduct interviews in person or over the telephone with property owners and contractors to describe available programs; schedule appointments; and perform intake to verify program eligibility.


MINIMUM QUALIFICATIONS

Either I

The equivalent of one year full-time experience as a Healthy Homes Community Development Technician I in the Alameda County classified service.

Or II

The equivalent of two years full-time experience as Specialist Clerk I or equivalent or higher-level classification in the Alameda County classified service.

Or III

The equivalent of three years full-time experience reviewing, underwriting and processing application packages for program loans and grants; or monitoring and ensuring program compliance for healthy homes projects; or related experience in community development, or service-enriched housing programs.

NOTE:

Completion of 60 college semester or 90 quarter units which included real estate financing and/or housing and community development related courses from an accredited college or university can be substituted for one year of the required experience.

Special Requirements:

Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and/or weekend meetings.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
