DESCRIPTION
Under direction of an Assistant Public Defender, the Chief Assistant, or the Public Defender, to supervise, review, and evaluate the work of a group of Holistic Defense Mitigation Specialists assisting in the defense of Public Defender clients; to train staff and maintain work standards; to maintain acceptable standards of casework practices; and to perform related work as required.

DISTINGUISHING FEATURES

The Holistic Defense Mitigation Supervisor is a single-position classification located in the Public Defender’s Office and reports directly to an Assistant Public Defender or an executive-level manager. This position is the first-line supervisor classification within the Holistic Defense Mitigation career ladder. The incumbent will be responsible for supervising the day-to-day work of the Holistic Defense Mitigation work within the Office of the Public Defender. This position will be responsible for ensuring that Holistic Defense Mitigation Specialists will provide the necessary social work support to staff.

The Holistic Defense Mitigation Supervisor classification is distinguished from the lower-level classification of Holistic Defense Mitigation Specialist III in that the supervisor is responsible for the day-to-day supervision of holistic defense mitigation work, while the specialists are considered the advanced journey-level classification in the class series.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, assigns, and reviews the work of a group of Holistic Defense Mitigation Specialists engaged in providing social services and related holistic defense functions. Instructs new holistic defense mitigation specialists (hereafter referred to as specialists) in the procedures and techniques of interviewing, report writing, and record keeping.
  2. Oversees and directs the development of training for attorneys, holistic defense mitigation specialists, and other staff. Develops and facilitates ongoing training opportunities for staff.
  3. Oversees and directs the coordination of the Public Defender and the holistic defense mitigation team with strategic program planning, implementation, evaluation activities and developing methods for program evaluation. Work includes determining the scope and nature of services, creating data tracking methodology for the program, supporting the creation of new relevant programs, and representing the unit at meetings, conferences, and public hearings.
  4. Oversees and directs the development of operational and clinical policies, procedures, guidelines, goals, and objectives.
  5. Oversees and directs the evaluation of program service delivery, efficacy, and other elements for possible program inclusion.
  6. Reviews cases to ascertain conformity with State and County public service regulations and acceptable casework practices.
  7. Oversees, directs, and participates in the development of strategic partnerships and alliances with other county departments, community organizations, and providers.
  8. Oversees and directs the representation of the Holistic Defense Mitigation Specialist unit of the Public Defender’s office to external governmental and non-governmental bodies, including the Board of Supervisors. Directs the preparation of a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written materials in order to evaluate program efficacy and provide a programmatic review for the Board of Supervisors.
  9. Interprets the scope and limitations of departmental programs to recipients, agency representatives, interested individuals, and community groups.
  10. Holds regularly scheduled conferences with specialists, individually and as a group, to review reports, discuss casework problems, assist in professional development, and to interpret departmental policies and practices. Provides supervision for staff to obtain clinical licensure. Works to support team cohesion.
  11. Develops and oversees any expansion of holistic defense mitigation or holistic defense mitigation related services within the Public Defender’s Office.
  12.  Consults with supervisor concerning personnel and policy matters and unusual case problems. Submits periodic evaluations of subordinates' performance.
  13. Builds and maintains relationships with community-based organizations, community leaders, and community activists who are involved in work related to the criminal or juvenile legal systems.
  14. May maintain a caseload of cases, including but not limited to serious felonies, homicides, special circumstance homicides, and post-conviction cases.

MINIMUM QUALIFICATIONS

EITHER I 

Experience:

The equivalent of two (2) years of full-time experience as a Holistic Defense Mitigation III in the Alameda County classified service. 

OR II
Education:

Possession of a master’s degree from an accredited college or university in social work, social welfare, social/human services, sociology, psychology, clinical psychology, counseling, marriage and family therapy, or other behavioral science or related field.

AND
Experience:

The equivalent of four (4) years of full-time experience supervising and overseeing mitigation defense work, court advocacy, case management, and/or other social work support services for people impacted by the criminal or juvenile legal systems.

License

Possession of a valid Licensed Clinical Social Worker or Licensed Marriage and Family Therapist license from the California Board of Behavioral Sciences or California Board of Psychology. Must possess a valid California Driver’s License. 

Special Requirement:

Must be able to obtain security clearance for entry into jails/prisons. Travel may be required on an as-needed basis.
