DESCRIPTION
Under the administrative direction of the County Administrative Officer, the incumbent plans, organizes, and directs a program for providing library services to Alameda County and performs related work as required.

DISTINGUISHING FEATURES

The County Librarian has overall responsibility for the direction and operation of the Alameda County library system. Reporting to the County Librarian, the Deputy County Librarian directs the day-to-day operation of the Alameda County Library Department.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs all library services.

2. Directs the preparation of the annual budget for the department; reviews and evaluates current programs and anticipates future needs; monitors developments on statewide and national levels which may affect library funding and operations, such as legislation and the development of technology for providing information services; presents and justifies the budget to the Board of Supervisors; is responsible for control of expenditures.

3. Directs, develops, and reviews departmental operating policies and procedures, and use of technology, delegating responsibility to appropriate subordinates.

4. Studies community needs, population trends and related matters; determines the scope and nature of the required library services according to the changing social conditions and Board of Supervisors' policies; works closely and cooperatively with civic groups and city councils to ensure that the system-wide program of library service is responsive to local needs.

5. Advises and participates in the development of new library buildings provided by the cities that retain county services.

6. Meets regularly with the Alameda County Library Advisory Commission to inform them about the current status and range of library services and to seek their advice.

7. Works with other libraries on cooperative programs to promote interest in, and to improve and extend, library service through membership in the Administrative Council of the Bay Area Library Information System.

8. Advises the Alameda County Library Foundation on the Library’s needs for supplemental funding and on fundraising methods; serves as a non-voting member of the Foundation Board of Directors.

9. Participates in the hiring of senior professional staff; works closely with that group to build an effective management team.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year full-time experience in the class of Deputy County Librarian in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Possession of a Master's degree, in library and information science awarded by a school accredited by the American Library Association,
And

The equivalent of five years' full-time, increasingly responsible professional library experience that includes at least two years in an administrative capacity in a large public library system or as a Director of a Public Library.

Or III

Any combination of training, education and experience that is equivalent to one of the patterns listed above and will provide the required knowledge and abilities.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

• Principles of organization, administration, and management.
• Principles and practices of librarianship, including the problems and procedures involved in operating a reader-services program through a branch library system, and the professional services such as collection development, cataloging, reference work, and the use of technology connected with such a program.
• Internet and Web-based services used in providing supporting library services.
• Modern library facilities and equipment, clerical practices, and collection maintenance.
• Library programs and their relationship to community needs.
• Adult and juvenile books, audio-visual materials, online databases, and other electronic media used in library service.
• Principles of supervision and training.
• Common methods of funding city and county government services.
• Library laws.
• Fundraising methods for non-profit and government services.
