DESCRIPTION
Under general supervision, assists in planning, directing, coordinating, and supervising the work of a Library or a Library Service within the County Library; trains, supervises, and evaluates staff assigned to work within a library operation and provides administrative supervision to all staff in the absence of a higher-level manager; assists in the development and implementation of Library policies, procedures, and service delivery programs; and performs related duties as required.

 

Library Assistant Managers require detailed working knowledge of a public library and are responsible for directing support staff and functions, circulation and customer service operations, facility maintenance, technology equipment and systems, shelf maintenance, collection maintenance, and volunteers. 


DISTINGUISHING FEATURES

Library Assistant Manager is the first line supervisor in the Library Manager Series. This class is distinguished within the Library Manager series in that the Library Assistant Managers assist a higher-level Library Manager in operating a library or library service instead of the full range of management duties.  This class provides direct supervision to clerical staff and paraprofessional staff.  The Library Assistant Manager is distinguished from the Library Manager I in that the latter provides direct supervision of employees in professional classifications and directs programs for a library or library service on a full-time basis.  This class reports to a Library Manager or Library Division Director and receives assignments of a more routine nature under general supervision.

EXAMPLES OF DUTIES
NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.


1.  Assists in the planning and directing of day-to-day operations within a Library; selects and evaluates staff; supervises clerical and paraprofessional staff and in the absence of a higher level manager administrative supervision to all staff including service as the first point of contact for escalated concerns; provides supervision and direction for volunteers.  Participates in developing and updating departmental work procedures and policies; interprets and applies library policies and procedures; directs merchandising and maintenance of collections.

2.  Manages all library operations in the absence of the Library Manager; acts in concert with the Library Manager to represent the library site when meeting with department administration; and participates in developing and updating departmental work procedures and policies.

3.  Participates in establishing customer service standards, including training for all staff and public on library services, technologies, borrower registration, circulation, transactions and privacy, and the collection and recording of fines and fees.

4.  As delegated by a Library Manager, has secondary responsibility for initiating and maintaining contact with members of the community as well as City Councils and City Officials, library support groups, service organizations and agencies.  May also work with appointed citizen commissions and committees in their assigned communities.  Arranges visits for members of the community to the library, speaks to organizations about library services; prepares publicity on library activities; promotes the use of the library within the community.

5.  Oversees routine operations including, but not limited to: record keeping and reporting of data related to library activities; reconciling payments and oversight of cash-handling procedures; and directing merchandising and maintenance of collections, using data driven collections review tools.

6.  Subject to budget authorization, monitors and directs maintenance and repair activities such as cleaning, security, landscaping, and general maintenance.  Oversees and monitors security equipment and implements approved safety committee recommendations.  Coordinates with the department's facility manager concerning facilities or safety issues.

7.  Monitors and manages routine supply orders; researches complex purchases and makes recommendations to the Library Manager.  As delegated by a Library Manager, manages projects that impact operations.

MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor's degree from an accredited college or university.

AND

Experience:

Either I

The equivalent of one (1) year of full-time experience in the class of Librarian II in the Alameda County classified service.

Or II

The equivalent of two (2) years of full-time experience as a Library Assistant II in the Alameda County classified service.

Or III

The equivalent of two (2) years of full-time, responsible professional level library experience.

Or IV

The equivalent of one (1) year of full time progressively responsible supervisory experience in a library setting supervising clerical and/or paraprofessional support staff.

Special Requirement:

Incumbents in this classification are required to work evenings and weekends.

  • Support system wide policies, procedures and services that reduce barriers and increase access.
  • Make presentations to the public on library services and materials.

  • Analyze and use reasoning to logically solve problems, and contribute to the solution of problems related to library services.
  • Perform physically demanding work; stoop, bend, push, and stand for long periods of time.
