DESCRIPTION
Under executive direction, to plan, organize, direct and coordinate Zone 7's emergency and safety services, maintenance and construction of non-plant facilities, vehicle maintenance, and all business services (financial, budgeting, purchasing, personnel, data processing) activities, staff and programs; to represent and act for the General Manager and Board members; to provide staff assistance to the Board of Directors; and to perform related duties as required.

DISTINGUISHING FEATURES

This is a single position management level of classification with general accountability for managing, directly and through subordinate supervisors, a diverse group of Zone 7 sections and functions.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Serves as the Emergency Services Director, planning and evaluating emergency response preparedness, developing and staging drills, and coordinating with other agencies involved in emergency preparedness planning and response.

2. Represents and acts for the General Manager and elected Board members with the public, governmental agencies, and private contractors and consultants; provides direct staff assistance to Board members and Board sub-committees; prepares agenda items and makes presentations to the Board.

3. Plans, organizes, manages and reviews staff responsible for all financial and accounting activities, directly and through subordinate supervisors; manages Zone 7's investment program; approves all expenditures of Zone 7 funds and fund transfers; reviews, evaluates, directs reconciliation, and responds to financial, audit and related reports.

4. Oversees and directs the Personnel Officer in all personnel, affirmative action, and labor relations activities.

5. Manages maintenance, operation, renovation and construction of administration and engineering facilities, and the vehicle fleet maintenance, safety and acquisition programs.

6. Directs the planning and completion of the agency budget; supervises budget staff; provides necessary documentation and coordination for integration of agency budget with County budget and special funding/accounting programs and requirements.

7. Plans, develops and directs the agency-wide safety program, including SB 198 compliance, CAL OSHA compliance, and worker safety programs.

8. Conducts/prepares management and organizational analysis studies, plans and programs.

9. Develops, evaluates and implements policies, procedures, standards, goals and objectives.

10. Conducts special studies and develops, evaluates and implements policies, procedures, standards, goals and objectives.

11. Reviews financial and other elements of engineering studies, water rate studies, and contracts.

12. Develops and or oversees all data processing application development and modifications.

13. Oversees and coordinates purchasing, and may participate in the most complex or large scale purchasing activities.

14. Guides and directs subordinate supervisors in the selection, training and development, appraisal, recognition, documentation and discipline of subordinates.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years as an Administrative Services Officer in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
Or II
Education:

The equivalent to completion of a bachelor's degree in engineering, business administration or accounting.
And
Experience:

The equivalent of five years of increasingly responsible diverse experience in a water agency or closely related organization, including at least two years in a supervisory capacity, which has included professional and/or supervisory level experience in financial/business services, and plant or facility maintenance, operations and construction.

License:

Possession of a valid California driver's license.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

· Management principles and practices, including planning, organizing and assigning work, establishing goals and objectives, management and organizational analysis.
· Selecting, training, motivating and appraising staff, and guiding subordinate supervisors.
· Principles and practices of water agency finance, including generally accepted governmental accounting principles, financial analysis and management, including budget development and monitoring, investment management, rate studies, and contract and grant management.
· Principles and practices of emergency preparedness planning and safety programs.
· Personnel administration practices and requirements, including affirmative action, employee relations, selection, compensation, and record keeping.
· Principles, methods, materials, tools and equipment, including preventive maintenance planning, for plant maintenance and operations, facility maintenance and construction, and vehicle fleet maintenance.
· Principles and practices of other business services, including data processing, purchasing, and contract administration and management.
· Applicable laws, codes and regulations, policies and procedures.

Ability to:

· Plan, organize, manage and evaluate the work of diverse areas, directly and through subordinate supervisors.
· Establish, implement and carry out effective programs and systems for diverse program areas, including financial/business services, emergency preparedness, maintenance, purchasing, and data processing/information systems.
· Prepare clear and concise reports, studies, correspondence and other written communications.
· Make presentations to and/or represent the agency to, and establish and maintain effective working relationships with the Board of Directors, ratepayers, other agencies, contractors, consultants, vendors, and the general public.
· Interpret and apply complex codes, regulations and agreements.
· Analyze complex problems, evaluate alternatives, and develop and implement effective courses of action, working very independently.
· Provide effective staff support to the Board of Directors and Board subcommittees.
