DESCRIPTION
|
Under strategic and policy direction from the General Manager, directs all Zone 7’s financial affairs including the planning, organizing, direction and coordination of Zone 7’s business services (financial, accounting, budgeting, purchasing, investment, accounting, information technology and real property/right of way) functions and activities; office facilities management and fleet services; may be assigned to act as General Manager, and to perform related duties as required, which may include various on-call responsibilities.
DISTINGUISHING FEATURES This is a single position executive management classification with overall responsibility for directly managing through subordinate supervisors, all Zone 7 sections and functions in the Finance and Administration Department. |
EXAMPLES OF DUTIES

1. Develops, plans and implements goals and objectives in support of the Agency’s mission and strategic goals for the Finance and Administration Department; prepares and administers internal procedures relating to departmental program activities; interprets and explains applicable rules, laws and regulations to supervisors and others. 2. Prepares and updates Zone 7’s Financial Plan, along with modeling and recommendations for adjustments to rates and fees. 3. Directs, plans, organizes, manages and reviews all financial management and accounting activities, directly and through subordinate supervisors; manages Zone 7’s investment program; approves all expenditures of Zone 7’s funds and fund transfers; reviews, evaluates, directs reconciliation, and responds to financial, audit and related reports. 4. Directs the planning and completion of the agency budget; supervises budget staff; provides necessary documentation and coordination for integration of agency budget with County budget and special funding/accounting programs and requirements. 5. Provides direct staff assistance on financial and administrative matters to Board members and committees; prepares agenda items and makes periodic presentations to the Board; and represents the Agency with the public, governmental agencies, private contractors and consultants. 6. Oversees the agency’s purchasing and related programs. 7. Develops and/or oversees all information technology application development and modifications. 8. Manages the agency’s real property/right of way programs. 9. Manages fleet maintenance and acquisition programs. 10. .Conducts/prepares management and organizational analysis studies, plans and programs. 11. Conducts special studies and develops, evaluates and implements policies, procedures, standards, goals and objectives. 12. .Reviews financial and other elements of engineering studies, water rate studies, and contracts. 13. Oversees and coordinates purchasing, and may participate in the most complex or large scale purchasing activities. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of five years’ full-time experience as an Administrative Services Officer or the equivalent of higher classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, and the Hospital Authority.) Or II Education: Possession of a Bachelor’s degree from an accredited college or university in business administration, accounting or a related field, AND Experience: The equivalent of at least five years of full-time, increasingly responsible experience in a public water agency or closely related organization, of which at least five years were in a supervisory capacity, which included professional and/or management-level oversight of financial management, accounting, and/or administrative professional staff. License: Possession of a valid California driver’s license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Principles and practices of management, including planning, organizing and assigning work, establishing goals and objectives, performance measurement, continuous quality improvement, problem solving, decision making, work delegation and organizational analysis. • Principles and practices of supervision, including selecting, training, motivating and appraising staff, and guiding subordinate supervisors. • Principles and practices of water agency finance, including generally accepted governmental accounting principles, financial analysis and management, including budget development and monitoring, investment management, rate setting, debt financing, annual audits and contract and grant management. • Principles and practices of other business services, including information technology, purchasing, real property/right of way programs, vehicle fleet maintenance and contract administration and management. • Applicable federal, State and local laws, codes and regulations, policies and procedures. Ability to: • Provide leadership by planning, directing and controlling the administration and operations of all aspects of the Finance and Administration Department, including forecasting and planning for financial issues affecting the Agency and preparing alternatives, analyses and recommendations for action. • Plan, organize, manage and evaluate the work of diverse areas, directly and through subordinate supervisors. • Establish, implement and carry out effective programs and systems for diverse program areas, including financial/business services, accounting, real property/right of way, vehicle maintenance, purchasing, and information technology. • Prepare clear and concise reports, studies, correspondence and other written communications. • Make presentations, represent the agency, and establish and maintain effective working relationships with the Board of Directors, ratepayers, other agencies, contractors, consultants, vendors, and the general public. • Interpret and apply complex codes, regulations and agreements. • Analyze complex problems, evaluate alternatives, and develop and implement effective courses of action, working very independently. • Provide effective staff support to the Board of Directors and Board committees. • Work effectively with other departments and colleagues at all levels of the organization, implementing organizational goals and objectives. KNOWLEDGE AND ABILITIES - continued Ability to: • Establish and maintain effective working relationships with those contacted in the course of work from Board members to representatives of retail water agencies. • Gain cooperation through discussion and persuasion. • Communicate clearly and concisely, both orally and in writing. • Remain calm and provide guidance to supervisors and managers in crisis situations. |
