DESCRIPTION

Under direct supervision, to perform assigned technical human resources and administrative work in a supportive role and other related duties as required.    

DISTINGUISHING FEATURES  

The Human Resources Technician, Zone 7 is a paraprofessional classification in which incumbents are trained in technical human resources activities and perform these functions in support of professional staff.  Duties typically differ from next higher classification of Human Resources Analyst, Zone 7 by the assignment of selected duties or only part of a function, as opposed to having responsibility for a complete function.  This classification is distinguished from the next higher-level class of Human Resources Analyst, Zone 7 in that Analyst is responsible for overseeing the professional level human resources functions within the Zone 7 Water Agency human resources program. This position reports to the Human Resources Manager, Zone 7.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

 

  1. Assists in recruitment activities and may attend job fairs; constructs examination related materials; prepares employment announcements and advertisements; reviews and screens employment applications and related documents; coordinates written examinations and oral interview panels; and monitors examination process and other recruitment and selection activities.
  2. Responsible for processing a variety of human resources transactions, including position control, flexibly-staffed promotions, and other classification and pay-related transactions by utilizing the county-wide personnel system; maintains personnel and other confidential files; ensures that personnel transactions are conducted in accordance with Civil Service rules and appropriate policies and procedures.
  3. Assists in coordinating wellness, employee service award, take our children to work day, combined charities, training and other special programs and events; may attend various personnel meetings.
  4. Assists in conducting salary surveys; may consult with management on matters related to benefits and human resources policies and practices; responds to requests for such information from other agencies; may assist in drafting classification specification revisions.
  5. Assists in orientation of new employees, by explaining Agency policies and procedures; and responding to general benefits-related inquiries.
  6. Answers routine questions and prepares correspondence related to job opportunities, salary information, benefits, and memoranda of understanding for Agency employees and general public.
  7. May participate in assessing Zone 7 classifications and report collected data to management for final determination regarding proper levels of assigned responsibilities; may assist or conduct job analyses.
  8. Performs a variety of complex clerical and administrative work, including assisting in drafting correspondence and reports.  
  9. Performs other related duties as assigned.

 


MINIMUM QUALIFICATIONS

Experience:

The equivalent of three (3) years full-time experience working with human resources policies, procedures, and practices; processing and completing human resources transactions involving human resource management systems and/or administering human resource programs pertinent to the assignment, such as recruitment, training, and orientation as well as administrative assistance.

Substitution:  

Possession of a Bachelor's degree from an accredited college or university with a major in Human Resources may be substituted for the equivalent of two (2) years of the required experience.

License:  

Possession of a valid California Driver's License.

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
