DESCRIPTION
Under general direction, to develop and direct human resources, communications and safety programs for a water agency, including recruitment, examination, selection, affirmative action, position classification and compensation, labor relations, performance evaluation, employee relations, training, and to perform related work as required.

DISTINGUISHING FEATURES

This is a single-position classification with responsibility for administering the human resource, communications and safety activities of the agency. The incumbent provides expertise for and consultation to agency management, regarding departmental policies, procedures and programs. This class is distinguished from the Assistant General Manager Personnel, Zone 7 in that the latter has overall responsibility for all human resources, communications and safety activities for the Zone 7 Water Agency.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes, directs, coordinates and manages, through staff, the human resources, communications and safety activities of the agency.

2. Recommends, prepares and implements policies and procedures relating to human resources, communications and safety management program activities.

3. Provides information and advice to agency management and supervisors on a variety of personnel-related matters; interprets and applies Civil Service Commission laws and rules, administrative codes, Salary Ordinance provisions, County Personnel Manual, and related governing documents.

4. Member of Agency negotiation team for compensation; performs specialized labor relations work relating to negotiation participation and research, employee discipline, Memoranda of Understanding interpretation, grievance resolution/administration and meet and confer on variety of issues within the scope of the collective bargaining agreement.

5. Prepare agenda items and related materials for Board of Directors meetings; make presentations to Board of Directors, Executive and Agency staff regarding human resource, communications and safety issues and represents the Agency with the general public, governmental agencies, and consultants regarding human resource, communications and safety issues.

6. Provide staff assistance to Executive Staff and Board of Directors.

7. Supervises and evaluates staff, oversees day-to-day human resources, communications and safety activities.

8. Designs, plans and conducts agency recruitment, examination and selection programs; recommends methods and carries out recruitment’s; conducts job analyses and develops and administers oral and performance exams; coordinates and participates in interviews and hiring recommendations.

9. Prepares and maintains agency Affirmative Action Plan; acts as Affirmative Action Counselor, investigating discrimination complaints, reporting findings and recommending appropriate courses of action.

10. Researches and analyzes classification requests; conducts or directs classification studies and maintains integrity of classification system; conducts or directs compensation studies and recommends appropriate salary ranges.

11. Reviews training requests; evaluates potential programs; conducts and/or arranges for agency-wide training programs.

12. Participates in budget preparation and administration activities relating to human resources, communications and safety sections administrative needs; tracks and monitors costs.

13. Monitors and analyzes developments, legal requirements and industry trends for impact on human resources, communications and safety programs; conducts or participates in studies, special projects, task forces, committees etc.; prepares reports and recommendations.

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of two years of full-time experience as a Departmental Personnel Officer I, or equivalent or higher level administrative class in the Alameda County classified service which involved substantial personnel-related duties and responsibilities;

Or II
Education:

Possession of a bachelor's degree in personnel administration, business administration, industrial psychology, public administration or a field closely related to human resources, safety or communications from an accredited college or university.

And
Experience:

The equivalent of three years professional personnel experience involving a combination of recruitment and selection, employee relations, classification and pay, communications, health and safety and/or training, which has provided the required knowledge and abilities. (Additional experience may be substituted for degree on a year-for-year basis.)

License:

Possession of a valid California Driver License required.
