DESCRIPTION
|
Under direct or general supervision, performs complex and varied technical professional, and confidential work required to administer human resources programs, including recruitment, job analysis and classification compensation, training and development, and employee and labor relations; performs research and analysis; provides consulting services to City departments related to all aspects of human resources programs and activities; performs related work as required.
DISTINGUISHING FEATURES
Human Resources Officer I, Zone 7: This is the entry-level class in the Human Resources Officer series. Initially under close supervision, incumbents with limited human resources experience perform analytical and technical work within the human resources department. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the position at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods.
Positions in the Human Resources Officer class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level after two years of full time service at the I level, gaining knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans and conducts recruitment activities including conducting job analyses; preparing job and exam announcements, supplement questionnaires, oral board exam questions, and developing screening and rating criteria; reviews and screens applications; conducts oral appraisal interviews and performance tests; analyzes and interprets test results; performs a variety of recruitment efforts such as attending job fairs, writing advertisements, coordinating oral boards and chairs interview pannels; acts as liaison with the Human Resource Services Department on all recruitment, examination and certification activities; conduct background evaluations, reference checks, and review medical evaluations; advises Agency managers on selection and placement of employees.
2. Participates in labor relations activities including salary negotiations, meet and confer meeting, labor-management meetings, and other meetings with employee organizations; performs labor related research and analysis for management; and prepares staff reports.
3. Assists employees and management with the interpretation and correct application of Agency policies, procedures, and programs including Civil Service Commission laws and rules, administrative code, and Memoranda of Understanding; provides advice and assistance regarding employment issues, procedures, provision; investigates employee complaints.
4. Screens classification requests; conducts classification studies; provides input for class specifications and recommends the adoption or revision of class specifications.
5. Conducts, gathers and analyzes salary data required in the maintenance or revision of salaries; reviews internal class relationships for compensation purposes; prepares recommendations on salaries and related compensation matters.
6. Performs program responsibilities for workers compensation claims, restrictions, and modified duty reports; coordinates employee availability and work restrictions; may conduct essential functions job analysis; acts as liaison with medical providers and other county departments.
7. Coordinates carious employee programs and activities such as employee service awards, wellness programs, and special events.
8. Coordinates the Agency’s training activities, including identifying training needs, arranging for training presenters, working with trainers to ensure the Agency’s needs and expectations are addressed, securing training sites, developing memos, flyers, emails, and voicemails, and providing visual aides and other materials as necessary; maintains training logs and records of completion.
9. Assists in the development and formulation of new personnel policies, procedures and practices. Attends to a variety of office administrative details, such as maintaining employee records, databases, and files; keeping informed of departmental activities, processing contracts and agreements, attending meetings, preparing agendas and taking minutes.
10. Serves on various task forces and committees.
11. Compiles and analyzes statistics for the Agency and Equal Employment Opportunities, Affirmative Action, Workers Compensation, and other employment related data; functions as a liaison with county departments including benefits, risk management, worker compensation, disability and retirement.
12. May provide direction to and review the work of clerical/technical support staff.
13. Performs other related work as required.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a Bachelor’s degree from an accredited college or university in human resources management, business administration, public administration, or a closely related field.
AND
Experience:
Two (2) years of experience in human resources administration or a related field.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
