DESCRIPTION
|
Under general supervision, performs complex and varied technical, professional, and confidential work required to administer Zone 7 Water Agency human resources programs, including recruitment, and staffing; classification and compensation; workforce/training, planning and development; assists with employee and labor relations; performs research and analysis and makes appropriate recommendations; advises Agency departments/sections related to assigned aspects of human resources programs and activities; and performs related work as required.
DISTINGUISHING FEATURES
Human Resources Analyst, Zone 7 is the professional classification in which incumbents perform analytical and technical work within the human resources division, with some independent discretion and judgment. The position reports to and is distinguished from the Human Resources Manager, Zone 7, in which the latter has overall responsibility of all human resources functional areas for the Agency.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Plans, prepares and conducts recruitment activities including job analyses, job announcements, supplemental questionnaires, oral appraisal questions, and screening and rating criteria; reviews and screens applications; facilitates oral appraisal interviews and performance tests; analyzes and interprets examination results; attends job fairs; acts as liaison with the County Human Resource Services Department on all recruitment, examination and certification activities; conducts background evaluations, reference checks, and reviews medical evaluations; advises Agency management on selection and placement of employees.
- Reviews and screens classification requests; conducts classification studies; provides input and recommendations on the adoption or revision of class specifications.
- Conducts labor-related research; collects and analyzes salary, compensation and other data; prepares recommendations and reports.
- May participate as the Agency representative and assist on labor relations matters, including meet and confer processes, grievances, disciplinary actions, employee complaints, and personnel matters.
- Advises employees and management on the interpretation and application of Agency policies and procedures.
- Serves as a liaison with service providers and other County departments/agencies for assigned program responsibilities including, but not limited to; disability management, workers compensation, risk management, equal employment opportunity/diversity program(s), employee benefits, training and retirement.
- Coordinates various employee programs and activities such as employee service awards, wellness programs, and special events; serves on various task forces and committees.
- Plans and coordinates the Agency’s training activities, including identifying training needs, arranging for training courses; maintains training logs and records of completion.
- Assists in the development and revision of personnel policies and procedures; conducts research on changing trends in human resource programs and applicable laws, rules, and regulations; makes recommendations related to the development of services and/or programs.
- May provide lead direction to and review the work of clerical/technical support staff.
- Performs other related work as required.

MINIMUM QUALIFICATIONS
|
EITHER
Experience:
The equivalent of three (3) years of full-time experience in the classification of Human Resources Technician, or higher-level classification in the Alameda County classified service performing human resources related activities.
OR
Education:
Possession of a Bachelor’s degree from an accredited college or university in human resources management, business administration, public administration, or a closely related field.
AND
Experience:
The equivalent of three (3) years of full-time professional level experience in human resources management or administration, or a related field.
Substitution: Additional professional level experience may be substituted for the required education on a year-for-year basis.
License: Possession of a valid California Driver’s License.

- Conducts complex research projects on a wide variety of human resource topics, evaluate alternatives, and make sound recommendations.

- Interpret, explain, and ensure compliance with Agency policies and procedures; laws; codes; regulations; and ordinances.
- Effectively represent the Agency and its departments in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.
- Maintain confidentiality of sensitive personal information.
- Maintain accurate files and records.
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; set priorities and meet critical time deadlines.
- Operate modern office equipment including computer equipment and specialized software application programs.
- Use tact, initiative, prudence, and independent judgement within general policy and legal guidelines in all situations.
