DESCRIPTION
Under general direction, plans, organizes, and participates in complex detailed analytical work in the areas of budget, financial/fiscal, legislative, and contract administration; manages the financial and systems services section, coordinates assigned activities within the agency, and with outside agencies; and performs other related work as required.

DISTINGUISHING FEATURES

This is a professional level class that is responsible for supervising the work of staff and performs complex analytical work in areas such as budget, finance, legislative, contracts and general administration. This class is distinguished from the Assistant General Manager Finance, Zone 7 in that the latter has overall responsibility for all Finance and Administration Department activities for the Zone 7 Water Agency.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, prioritizes, assigns, supervises, and reviews the work of assigned staff; prepares agency budget, monitors contracts; monitors legislative activities and administrative activities.

2. Participates in the selection of staff, provides or coordinates staff training, works with employees to correct deficiencies; implements discipline procedures.

3. Participates in the formulation or program policies, goals, and procedures; identify problems, determine analytical approach and obtain and analyze relevant data supporting recommendations.

4. Plans, organizes, and performs complex administrative and financial analyses that include problem identification, development of methodology, and evaluation of alternative solutions.

5. Plans, analyzes, compiles, and develops section or agencies annual or multi-year budget; monitors and controls expenditures and revenues to maintain sound financial status; prepares, edits, or coordinates variance and other tracking reports.

6. Conducts feasibility or other studies on administrative, budgetary, financial, and operational activities; evaluates procedures, methods, and proposals; makes recommendations to improve efficiency, cost-effectiveness, and quality of operations.

7. Interprets and explains fees, rates, charges and other agency policies and issues to Zone 7 Board of Directors and senior management, retailers, civic leaders and the public to assure their understanding of policies and issues.

8. Represents the Agency and make presentations to various boards, commissions, outside agencies, retailers, civic leaders and the public on a regular basis.

9. Identifies, analyzes, and interprets existing, newly enacted and proposed local, state, federal legislation and regulation for policy and financial impact on the agency;

10. Prepares scopes of work, requests for proposal, consultant agreements, and prepares board agenda items; monitor work of contract consultants.

11. Evaluates and recommends computer software applications for administrative, budgetary, financial and information systems or for operational activities to facilitate management of data or information.

12. Performs related duties and responsibilities as required.

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of two years full-time experience as a Staff Analyst, Zone 7 in the Alameda County classified service, with at least one year of full time supervisory experience. (Non-classified includes District Attorney’s Office, Hospital Authority and the Consolidated Courts.)

Or II
Education:

Possession of a Bachelor’s degree from an accredited college or university in Accounting, Finance, Economics, Public or Business Administration, Political Science or a closely related field.

AND
Experience:

The equivalent of five years full time increasingly responsible experience in administrative, legislative activities, management, budgetary, economics information systems, utility financial management or financial analysis, at least two years of the required experience must have included supervisory responsibilities.

License:

Possession of a valid California driver’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
