DESCRIPTION
|
Under general direction, perform and manages complex professional governmental and enterprise accounting work; performs audits of internal accounting systems and operations; prepares a variety of statistical and narrative reports; and performs other related duties as required.
DISTINGUISHING FEATURES
This is an advanced journey level position located in the Accounting section of Zone 7 Water Agency. The class of Senior Auditor/Accountant, Zone 7 is distinguished from the class of Accounting Manager, Zone 7 in that the latter class has overall responsibility for the fiscal program of the Agency. |
EXAMPLES OF DUTIES

1. Organizes, assigns, reviews, approves, supervises, and prepares the work of the accounting program which includes general ledger, accounts payable, accounts receivable, capital assets, timekeeping, banking, and cost accounting. 2. Prepares or supervises the preparation, reconciliation, and maintenance of a variety of detailed factual and analytical governmental and/enterprise accounting, statistical, and narrative reports; creates and runs queries, utilizes data analysis tools, and imports financial data and from several sources to develop intricate financial reports and spreadsheets. 3. Maintains and oversees the general and subsidiary ledgers to ensure they are current, accurate and adhere to prescribed work methods and directions; reconciles ledger activities and accounts and makes recommendations for adjusting entries. 4. Oversees the Agency cost control system and manages the calculation of fringe benefit rates; imports cost control data into Agency's financial system and monitors the labor distribution. 5. Coordinates and maintains the various financial information system applications, suites, and programs; recommends and develops new system procedures; assists in the installation of new systems and in the modifications to existing systems. 6. Administers the Agency's Capital Asset program and oversees asset records and reporting; reconciles to the Agency financials. 7. Interprets regulations, policies, procedures, and laws as they relate to Agency accounting, timekeeping, and financial reporting. 8. Assists in the annual audit and with the preparation of the Agency Comprehensive Annual Financial Report (CAFR). 9. Reviews, maintains, recommends and implements existing policies and practices of the Agency of a fiscal nature, and recommends and implements revisions. 10. Supervises fiscal transactions relating to grants, agreements, and joint powers agreements to which the Agency is a party. 11. Assists in the development of rate methodologies; prepares the Agency cost allocation plans and indirect cost rate proposals; assists divisions in the preparation of reimbursement claims for submission to State and Federal Agencies. 12. Oversees the Agency's water billing and miscellaneous billing program, utilizes and maintains complex billing workbooks and data; supervises accounts receivable. 13. Assists with banking and cash programs. 14. Prepares quarterly cash reconciliation of Agency funds; performs monthly bank reconciliation of Agency bank accounts; calculates and posts interest; administers banking services such as positive pay, wire transfers, and other services. 15. May be assigned to lead or supervise the work of subordinate staff. |
MINIMUM QUALIFICATIONS
|
EITHER I Experience: The equivalent of two (2) years full-time experience as an Accountant/Auditor, Zone 7.
OR II Education: Graduation from an accredited college or university with a Bachelor's degree in Accounting or Finance.
AND Experience: The equivalent of five (5) years full-time professional governmental accounting or auditing experience.
