DESCRIPTION
Under general supervision, performs complex clerical accounting tasks for a water enterprise relating to accounts payable, accounts receivable, payroll and other financial records; and performs related work as required.

DISTINGUISHING FEATURES

Positions in this journey-level classification perform a wide variety of complex clerical accounting tasks relating to water agency financial information. Incumbents have independent responsibility for maintaining complex account records, such as accounts with multiple sources of revenue and multiple record-keeping requirements; for allocating charges to a variety of cost centers; and for auditing and reconciling cost control records.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Gathers, computes, verifies, adjusts, posts and reconciles financial data from printouts, invoices, purchase orders, timesheets, billings, checks, and related source documents; enters data into manual and computerized automated accounting systems; works extensively with automated systems to balance and reconcile County records with cost management and other software specific to Zone 7.

2. Maintains records relating to trust accounts with multiple sources of revenue, each source having specific record-keeping requirements; prepares inter-fund transfers and refunds.

3. Performs data entry and generates batch run reports for agency cost control system and distributes reports; maintains spreadsheets using downloaded data for reports and other accounting purposes.

4. Verifies and enters data from timesheets for computerized generation of payroll checks and for entry into agency cost control system; audits checks for accuracy.

5. Processes invoices for payment; logs contract, vendor and purchase order payments and clears encumbrances; logs, monitors status and follows up on requisitions and purchase orders; verifies and mails warrants; works with agency and County staff and vendors to obtain, provide or correct information.

6. Performs accounts receivable functions including preparing billings and permit inspection invoices; receives, verifies, posts and balances payments; prepares deposits; generates credit and debit memos; enters data to journals and ledgers and runs reports.

7. Creates and types accounting correspondence, types forms, makes photocopies, sets up and maintains files, and performs related clerical tasks.

8. May answer and route telephone calls, greets and assists visitors, and performs related reception tasks.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year of full time experience in the class of Account Clerk II or in an equivalent or higher-level clerical class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of two years of full-time responsible financial record-keeping experience preferably in a public agency. (Completion of an Associates degree in Accounting in an accredited business or junior college may be substituted for the required experience.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Purposes, methods, practices and terminology of financial record keeping and processing, including accounts payable, account receivable, cost accounting, contracts, and payroll.
• Business arithmetic.
• Accounting software and spreadsheets.
• Modern office practices and equipment.
• Agency, County and other governmental rules and regulations affecting accounting functions.

Ability to:

• Compile, verify, post and reconcile various accounting documents, records and reports.
• Identify, research and correct errors in a variety of mathematical calculations and financial documents.
• Exercise independent judgment within guidelines; work independently in the absence of specific instructions.
• Maintain attention to detail and accuracy while meeting deadlines.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Keyboard with sufficient speed and accuracy to enter and retrieve data from computer terminals.
• Learn and effectively utilize multiple software systems specific to accounting practices of Zone 7 Water Agency and Alameda County.
• Operate 10-key adding machine and standard office equipment.
