DESCRIPTION
Under general supervision, to perform a variety of office and field sub-professional engineering duties; to establish and maintain detailed and interrelated engineering and hydrological record-keeping systems; to coordinate and operate special programs; and to perform related work as required.

DISTINGUISHING FEATURES

Water Resources Technician Ill is the specialist or lead level in the series. Incumbents perform the most complex duties requiring greater independent skills and ability, and typically have program responsibility for operations which require extensive specialized knowledge, independent initiative, and extensive public and interagency contact. Incumbents may provide lead supervision in assigning and directing the work of lower-level Technicians.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Performs survey reduction, design, manual and computer-aided drafting, right- of-way engineering and mathematical computations for water resources projects such as wells, water treatment plants, water transmission pipelines, groundwater recharge facilities, and flood control channel improvements.

2. Prepares, revises and updates a variety of graphical and textual presentations such as, but not limited to, maps, drawings, charts, graphs and technical illustrations.

3. Performs technical administration and/or field inspection work for an assigned program, such as but not limited to Groundwater Protection Ordinance, Water Connection Charge Ordinance, Special Drainage Area 7-1 Fee Program, and Water Conservation Program.

4. Prepares construction drawings and assembles specifications and contract documents for projects.

5. Inspects project construction and materials for compliance with plans and specifications; inspects well construction, reconstruction or destruction for compliance with regulations.

6. Gathers and compiles data and information and prepares various periodic and special reports relating to the area of assignment; assists in the preparation of more complex reports such as operational evaluation studies, master planning, and financial requirements.

7. Provides information on permit requirements; reviews permit applications for conformance with regulations and standards and issues permits; inspects work for compliance with permit requirements.

8. Responds to public inquiries relating to area of assignment; explains applicable regulations, standards and policies; receives, documents and resolves or refers complaints; composes correspondence relating to compliance issues, inquiries and complaints.

9. Collects water samples and performs tests and analyses.

10. Installs, monitors and maintains hydrologic measuring stations and devices.

11. Takes measurements and collects groundwater, surface water and climatological data.

12. Operates a variety of computer software; maintains and updates computer files; participates in the development of new computer applications.

13. Updates and maintains a variety of records, files and resource information.

14. Provides training, direction and technical expertise to lower-level Technicians.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of one year of full-time experience in the class of Water Resources Technician II, Zone 7.

Or II

Education:

Completion of sixty semester units of college level studies with emphasis in engineering, mathematics and/or science.

AND

Experience:

The equivalent of three years of full-time experience in sub-professional engineering or water resources,

Or Ill

Experience:

The equivalent of four years of full-time responsible sub-professional engineering or water resources work.

License:

Possession of a valid California Driver’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The required level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Elementary principles of engineering as applied to the area of assignment, including design, construction and inspection.
• Fundamental principles of hydrology and water resources.
• Data collection and sampling methods and equipment.
• Surveying and drafting methods and equipment.
• Mathematics and algebra.
• Modern office methods, procedures and equipment.
• Computer software applications related to the work.
• Codes, regulations and standards related to the area of assignment.

Abilities:

• Reading, reviewing, interpreting, and/or preparing engineering drawings, plans, specifications, and various technical documents.
• Working cooperatively with the public, contractors, other agencies, and others while exercising enforcement responsibilities.
• Reading, interpreting, analyzing and processing maps, legal descriptions, regulations, survey data, contracts and agreements, and a variety of technical documents related to area of assignment.
• Gathering and compiling data and information and preparing accurate technical reports and documents.
• Performing accurate mathematical calculations.
• Communicating and working effectively with a variety of individuals, agencies and organizations.
• Properly using equipment, tools and instruments related to area of assignment, including those used for surveying and drafting.
• Operating computer systems to meet work unit needs.
• Maintaining complete and accurate records.
• Collecting, computing and analyzing hydrologic data.
• Performing basic maintenance and repair of electronic measuring and recording devices.

OTHER REQUIREMENTS:

Some positions must be willing and able to work in exposure to potential chemical, mechanical and/or electrical hazards, and/or outdoors in all weather conditions. Some positions require agility, strength and endurance sufficient to access and investigate sites, such as remote wells, mining pits, steep channels, deep and/or rapid waters, etc.
