DESCRIPTION

Under general supervision provides a variety of office and field water conservation duties; plans, organizes, develops, implements, and administers the Agency’s Water Conservation programs, establishes and maintains detailed and interrelated record-keeping systems; reviews, evaluates, and inspects landscape plans and projects; provides water conservation consultation and equipment to consumers; conducts water audits; instructs on water audit methods; performs related work as required.

DISTINGUISHING FEATURES

The Water Conversation Coordinator class serves as the Agency’s representative to the community in the implementation of Water Conservation programs; an incumbent distributes water saving devices, conducts water audits, reviews and evaluates Agency landscape plans and projects, and conducts workshops on water conservation.  This class involves frequent contact with the community in situations that require technical expertise, effective communication, and public relations skills.


MINIMUM QUALIFICATIONS

Education:

Possession of a baccalaureate degree with an emphasis in environmental or physical sciences, natural resources management, water resources, public administration, business administration, sociology, public relations, conservation, landscape architecture, horticulture, engineering, physical sciences, or a related field;

AND

Experience:

Two years of full-time experience in the water utility field with at least six months of full-time experience in the specific field of water conservation or a closely related field.

Licenses:

Possession of a valid California driver’s license and ability to become a Certified Landscape Irrigation Auditor (CLIA) within one year of being appointed.

KNOWLEDGE AND SKILLS

• Fundamental principles and practices of water conservation such as landscape design, drought tolerant plants, California native plants, and irrigation systems.
• General knowledge of industrial, commercial, institutional, and residential water use, practices, and methods to improve water use efficiency.
• Techniques of working with the public on an individual or group basis.
• Current issues and projects affecting Agency water conservation.
• Principles of effective written communication including strong editing skills.
• Intermediate knowledge of word processing, spreadsheet, and database applications. 
• Correct English grammar, spelling, punctuation, and vocabulary.
• Basic principles and applications of public relations and outreach.
• Data collection and sampling methods and equipment.
• Mathematics and algebra.
• Modern office methods, procedures, and equipment.
• Computer software applications related to the work.
• Codes, regulations, and standards related to water conservation.

Ability to:

• Work effectively with the public, governmental agencies, private companies, and community organizations.
• Communicate clearly and concisely orally and in writing.
• Communicate and work effectively with a variety of individuals, agencies, and organizations.
• Read, interpret, analyze, and process regulations, contracts, agreements, and a variety of technical documents related to water conservation.
• Properly use equipment, tools, and instruments related to area of assignment, including those used for climatological monitoring.
• Operate computer systems to meet work unit needs.
• Analyze problems, examine alternatives, and recommend solutions.
• Gather and compile data and information; prepare accurate reports and documents; and maintain complete and accurate records.

OTHER REQUIREMENTS

Requires willingness and ability to:

• Travel overnight to attend conferences, meetings, and outreach events.
• Work outdoors in a variety of weather conditions.
• Work overtime as needed whether nights, weekends, or holidays.
• Assist in emergencies.
• Possess sufficient agility, strength, and endurance to access and investigate sites,  such as remote landscape areas, CIMIS stations, etc.

Requires sufficient physical strength and agility to conduct tours of Zone 7 facilities and carry Agency equipment weighing up to 50 pounds.
