DESCRIPTION
|
Under general direction, plans, organizes and directs water quality section activities for Zone 7; strategizes, monitors and ensures Agency compliance with water quality standards and regulations; provides technical support to operations, and performs other related work as required.
DISTINGUISHING FEATURES This single position class is distinguished from other management classifications within the Agency by its responsibility for ensuring water quality regulatory compliance during operations and maintenance activities. Areas of program responsibility include technical operations support, environmental compliance related to water quality issues, watershed management, water supply engineering, laboratory sampling and testing, and emergency planning and preparedness. This class is distinguished from the Assistant General Manager, Engineering position in that the latter has overall administrative responsibility for all water engineering services sections of the Agency and supervises this class. It is distinguished from the Water Quality Engineers and Water Quality Laboratory positions in that the latter perform specific program activities and report to this class. This is a section head position. This class reports to the Assistant General Manager, Engineering. |
EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Conducts/oversees water quality engineering studies, designs and/or pilot testing with emphasis on optimizing unit processes of water treatment and water quality control; initiates and directs special studies and investigations to improve and maintain water treatment and production performance; reviews and provides input and direction to the work of consultants as needed; develops implementation strategies and plans to meet more stringent regulations and customer requirements. 2. Coordinates watershed management activities by reviewing and commenting on CEQA documents associated with new projects and land use planning, facilitating the preparation of sanitary surveys, managing watershed monitoring activities and analyzing monitoring data, and taking actions to minimize water quality degradation; participates in the development of cooperative programs and activities for watershed pollution prevention, including implementation of inter-agency agreements. 3. Directs and provides oversight for the water quality monitoring program, including laboratory operations and field analyses for regulatory compliance, operational data collection, and special investigations; ensures implementation of quality assurance/quality control measures consistent with DHS, ELAP certification requirements. 4. May manage Agency-wide environmental compliance program, if assigned, including determining applicable laws and regulations, interfacing with regulatory agencies and ascertaining permitting requirements, and developing compliance plans. Directs compliance activities by overseeing the preparation of needed documentation and permit applications, educating and training staff, ensuring appropriate record keeping and submission of required reports, responding to regulatory actions, and ensuring completion of follow-up measures when necessary 5. Represents the Agency in meetings with representatives of governmental and regulatory agencies, retailers, private firms, and industry groups to address regional water quality and water supply issues. 6. Helps direct Agency resources in the event of a hazardous material spill jeopardizing water quality. 7. Prepares the annual budget for the division; estimates staffing, equipment supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves purchase requisitions. 8. Interviews and hires new staff; prioritizes, assigns and reviews work, approves time off for payroll purposes, and prepares and reviews employee performance evaluations. 9. When assigned, acts for the Assistant General Manager, Engineering in the latter's absence. 10. Performs other related work as required. |
MINIMUM QUALIFICATIONS

Education:
Possession of a Baccalaureate degree from an accredited college or university with a major in engineering or chemistry. AND Experience The equivalent of five years of full time experience in water quality planning and evaluation or environmental engineering, at least two of which were in an administrative or supervisory capacity. Certification: Possession of at least one of the following is required: a valid California Certificate of Registration as a Professional Engineer issued by the California State Board of Registration for Civil and Professional Engineers, a T-5 Water Treatment Operator’s certification and/or a Grade IV Water Quality Laboratory Analyst certification. License: Possession of a valid Class C California driver’s license and a satisfactory driving record. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Working Conditions/Physical Requirements: • On a continuous basis, sit at a desk for long periods of time in front of a computer screen. • Intermittently twist to reach equipment or supplies surrounding desk. • Perform simple grasping and fine manipulation. • Use telephone and computer keyboard on a daily basis. • Able to work out in the field in inclement weather when needed or when responding to emergency situations. |
